| Subway is a complex large-scale system. In the prevention and control of urban emergency incident, the most important and crucial measure is the Emergency System. Because of the complexity, studying deficiency and lacking of the research data of the emergency system, there are few of the research achievements in the Construction of the subway emergency system. With rapid development of our country city subway, the Metro emergency rescue becomes more and more important in disaster reduction and prevention of the city. Therefore, it is necessary to strengthen the research in the Construction of the subway emergency system.Subway emergency system is minor system as the important content that crisis management, many in having related to city system. Therefore, the thesis applies li of disaster crisis to manage theory , fail-safe system theory , strong point imitate theory and MATLAB data handlings software such as mechanism theory , coordination theory , arrangement of ideas analysis law (AHP), construction , influencing factor prop up system with operating mechanism , a legal system , safe technology , long effect mechanism , emergency coordination , emergency ability valuation and index build waiting for a problem to have carried out analysis studying and secretly scheming against to government departments emergency mechanism.Metro emergency system is an important part of crisis management, which involving many small systems of the city. A lot of problems were analyzed and researched in the paper, such as construction of the government department emergency response mechanism, operation mechanism and influencing factors, legal System, technical support system of safety, long-term effective mechanism, emergency synergetic, evaluation of response capacity, construction of indicator system and so on, by mean of crisis management theory, security systems theory, theory of long-term effective mechanism, synergetic theory, the analytic hierarchy Process (AHP), MATLAB and other theories, such as the analysis and calculations.The main contents and the conclusions of the thesis are showed as follows:(1) The construction of subway emergency system structures is systematically researched at first in the paper. By researching the management philosophy of the construction of subway emergency, the elements of construction and the operation pattern of subway emergency system were established.(2) Construction of legal system was analyzed in the emergency system. Meanwhile, relative factors, links and the principle of legal system construction were also researched, and important position of law in the emergency management and the emergency action was confirmed. (3) Based on the theory of security techniques, the technical support system principle of safety was brought forward, technology of forecast and alarm. The exploiting and developing of the techniques and equipments, the experts system and safe valuation were studied, and theirs functions were also expounded.(4) From the aspects of long-term effective mechanism, the construction of long-term effective mechanism of subway emergency system was brought forward On the basis of the analysis of functions and relative features of formation, the contents and the existing problems of construction of long-term effective mechanism in the subway emergency systems, which were researched.(5) Established the indicator system of subway emergency response capacity evaluation. There are nine aspects of indicator system Established in the paper, such as emergency rescue, dangerous source monitoring, the Government emergency response capabilities, emergency resources and so on. By use of the AHP and MATLAB software, the important of each indicator were verified.By means of studying the subway emergency crisis management and construction of system, safety assurance theory and the evaluation of emergency response capacity, the existing problems of the construction of our country's subway emergency system were discussed, and the corresponding solutions were also put forth, which has great practical value to the construction of our country's subway emergency system. |
