Along with the continuous development of China's economy,the current demand for energy and quality of the society has rapidly increased,while the traditional fossil energy coal,oil,and natural gas are depleting,and the pollution problem is becoming more and more serious.Although traditional energy is still the main energy pillar,it has not been supported by the current consumption rate,so it is urgent to use the new energy to solve this problem.However,many regions in China have abundant wind and light resources.Therefore,if they are adapted to local conditions in actual projects and use the relevant characteristics of these resources,they can play a greater role in the power system.In order to explore the impact of the new electricity reform energy policy on planning,this paper is to understand the current research and development status of power system planning,and analyze the mathematical models related to traditional power planning,corresponding to the adaptation algorithms of various planning models.The paper analyzes and studies the relevant principles of the green card trading mechanism theory and the carbon trading theory considering carbon offset mechanism,and combines the two to form a green card-carbon trading mechanism,which can be applied to consider large-scale wind and light.In the planning of renewable energy.In this paper,the green card-to-carbon cost(TCC)is added to the objective function to optimize the grid connection of renewable energy.The genetic algorithm is used to solve the model.Finally,the analysis of IEEE30 node shows that TCC is introduced.The mechanism can effectively improve the system's revenue and realize economic planning,thus proving the correctness of the model.At the same time,it also responds to the call for environmental protection after the new power reform,and also meets the grid safety,high quality,economic and environmental protection requirements.
