The Luanhe River, which is located in Tangshan and Qinhuangdao cities of Hebei Province, is one of the developed areas in economy. The Luanhe River is also often hit by such disaster as flooding. Panjiakou, Daheiting and Taolinkou Reservoirs are the major projects in the Luanhe River. They cover 90% area of river basin and play an important role in preventing flood in Luanhe River. Therefore, it is significant to research on joint flood-prevention control in these three reservoirs. Based on the present approach, only Panjiakou Reservoir is considered with flood-prevention task. Because the Daheiting and Taolinkou Reservoirs have no flood-prevention task in design and the control principle is "How much it has come, how much it will be discharged", by far there is no research on joint flood-prevention control in three reservoirs. Therefore, it is necessary to do this research that will provide the theory foundation to actually joint flood-prevention control in three reservoirs.This article formulates the flood control solution of single reservoir, the process of controlling flood, solution study-out and priority of joint flood-prevention control in reservoir group, etc. For realizing the objective of protecting Bailongshan Power Station in downstream of reservoir group and flood-prevention safety of mound, through actual flood analysis in 1994 and under the guideline of system science thought and methodology, doing the integrated analysis and research on joint flood-prevention control in three reservoirs with using hydrology, inkling theory, risk assessment and system analysis. This research is advanced in theory, forming the achievements of single reservoir control solution, joint flood control solution in reservoir group, excellent solution of joint flood control in reservoir group and joint flood-prevention control conclusion in reservoir group, etc. The result of research indicates:The joint control solution is feasible in reservoir group when small and moderate flood happens in Luanhe; The joint flood-prevention control in reservoir group can play the remarkable role in weakening flood peak, protecting the defending target in downstream. It also has remarkably economic and social benefit;Choosing the optimum solution can ensure the safety of defending target in downstream and reservoir itself as well as consideration of water storing, which has excellent integrated benefit.Some advice:Based on the analysis of this article, the flood control solution in Panjiakou reservoir should be detailed and particular control regulation should be supplemented.Establish the optimum joint control solution in three reservoirs, confirming the limiting condition of stagger flood peak and improving the maneuverability of solution;Fulfill the flood prediction solution of Luanhe reservoir group, creating the condition for realizing the joint control of there reservoirs.
