| Settlement is one of the core contents of the electricity market.A reasonable settlement method can effectively support the market operation,balance the interests of various entities in the market,and promote the orderly and healthy development of the market.The imbalance settlement has a greater impact on the income of market members,and is the core of the settlement business.At present,China’s electricity market is developing rapidly.The number of mid and long-term electricity transactions and the volume of them are growing rapidly.This new type of main body of power-selling companies also appears in market transactions,which makes the method of offsetting by based electricity no longer applicable.Therefore,it is urgent to research on electricity imbalance settlement methods considering electricity retailers.To this end,this paper has carried out the following work:First,considering that the settlement cost of the imbalance reflects the system balance cost caused by the real-time running deviation of the market members,the research on the system balance mechanism is the premise of studying the imbalance settlement method.This paper summarizes the operation mode and settlement method of PJM balance market in Northern Europe,the UK and the United States,summarizes the operation framework of the balancing market,analyzes the characteristics and adaptability of different modes,and analyzes the role of electricity retailers in balancing market.Combined with the problems existing in China’s current imbalance settlement mechanism and the development needs of the market-oriented balancing mechanism,this paper puts forward corresponding suggestions for the balanced market construction in the transition period and even the spot market.Secondly,aiming at the characteristics of mid and long-term power transactions in China,this paper comprehensively considers the types,periods and prices of mid and long-term transactions,a fuzzy comprehensive evaluation model for mid and long-term energy trading is established.Then,based on the comprehensive evaluation results,the correction ratio correction factor is calculated.After the correction of the deviation ratio based on the contracted power is corrected,the comprehensive allocation ratio is obtained,and then the deviation of the electricity consumption of the market members including the sales company is settled according to the contract electricity price.Through the calculation of the actual sales company’s transaction data,and comparing with the contract priority settlement method,the effectiveness and practicability of the proposed method are verified.Finally,considering the system-balanced public product attributes,the public product theory can be used to study its settlement,and a deviation settlement model based on the Groves-Ledyard mechanism is established.The method is based on the spot market environment.The clearing result of the two-tier market is the settlement basis,and the system balancing cost can be shared among the selling companies according to the real preference of the selling company for the balanced service.Combined with the calculation of IEEE-9 nodes example,the calculation results of the proposed method are compared with those of the one-price method,and the effectiveness and practicability of the proposed method in the spot market environment are verified. |
