The reservoir group is an important measure for water resources management and regulation.The configuration and operation of the reservoir group are related to the sustainable use of water resources in the basin.In order to realize the joint operation of the reservoir group and more effectively exert the benefits of the reservoir group,it is necessary to rationally share the compensation benefits of the reservoir group,systematically study the risk-benefit compensation mechanism of the reservoir group operating,and compensate the reservoir with the damaged interests.This study takes account of the compensation of risk and benefit of operating systematically,including basic theory,compensation benefit sharing and risk-benefit compensation.In the term of basic theory,based on the interest mechanism and interest compensation theory,this study puts forward the content and the frame,under the principles of "Who benefited,Who compensates","Fair and Reasonable","Group Barginning" and "Incentive Compatibility".After that,this study analyzes the compensation subjects and objects in the Yangtze River Basin.The analysis provides reference for subsequent research.Furthermore,this study proposes a compensation benefit sharing method based on asymmetric Nash barginning.Then,this study introduces the concept of risk-benefit compensation in the economic field into the reservoir group operating,realizing the balance between the benefit and risk.This study forms a basic framework of risk-benefit compensation of reservoir group operating.The basic framework promotes the sustainable use of water resources in the basin,makes the coordination of the overall interests and local interests,and ensures the harmonious development of watershed development.In the term of the compensation benefit sharing,with the requirements for comprehensive utilization of reservoirs and the safety of flood control water supply and ecology,based on the single index method and the comprehensive index method,the compensation benefit sharing method based on the asymmetric Nash barginning model is proposed.Then,this study applies the methods to the Xiluodu,Xiangjiaba and Three Gorges reservoirs.The apportionment proportion of compensation benefit of the Three Gorges is about 0.5.The apportionment proportion of compensation benefit of Xiluodu is about 0.3.The apportionment proportion of compensation benefit of Xiangjiaba is the least.The result is reasonable.The results of different methods show that:The index method and comprehensive index method have certain advantage and some shortcomings.Based on the asymmetric Nash barginning model,the compensation benefit sharing method fully exerts the autonomy of each reservoir,enhances its enthusiasm for joint operations.The method makes the sharing results more fair and reasonable by barginning,which guarantees the retained earnings of each reservoir,and the satisfaction of the reservoir group is also high.The result is conducive to the realization of joint operation.In the term of risk-bene fit compensation,the concept of risk-benefit compensation in the field of enterprise management is introduced into the reservoir group operating.The relative risk model theory and the catastrophe multi-criteria evaluation are used to comprehensively analyze the different risks of the reservoirs.The balance between the benefit and risk of the reservoir group is realized by risk-benefit compensation.The application in Xiluodu,Xiangjiaba and the Three Gorges reservoirs shows that:considering the economic benefits of reservoirs using target,Xiluodu and Xiangjiaba should be compensated by the Three Gorges.Considering different risks,the risk-benefit compensation adjustment factors of Xiluodu are 0.0025 and 0.0045,and the risk-benefit compensation ratios are 0.7891%and 1.4205%respectively.The risk-benefit compensation adjustment factors of Xiangjiaba are 0.0011 and 0.0020,and the risk-benefit compensation ratios are 0.7088%and 1.2887%respectively.The risk-benefit compensation adjustment factor of Xiluodu is about twice that of Xiangjiaba,which is in line with the principle of"High Risk,High Return".The The risk-benefit compensation adjustment factors of Xiluodu Reservoir and Xiangjiaba Reservoir are in consistent with the difference characteristics of the two reservoirs.The corresponding risk-benefit compensation ratios are relatively close,which is in line with the principle of "Fair and Reasonable".According to the implementation of this scheme,it will help to stabilize the reservoir group and achieve the object of the the overall risk-benefit and local risk-benefit coordination of the reservoir group.
