The Evaluation And Countermeasures Of Investor's Risk Of Highway PPP Project

With the rapid development of China's economy,the traffic pressure of the intercity expressway is becoming more and more important,and the construction of the highway project is becoming more and more important.The introduction of PPP mode has provided new vitality for the construction of infrastructure in China.The cooperation projects between government units and social enterprises have been greatly promoted.At present,China is in a stage of popularization for the PPP project.With the promotion of the urbanization of the country,the local government financial pressure is great,and the introduction of social capital to the construction of urban infrastructure has undoubtedly promoted the progress of urbanization in China.Unlike other construction projects,the expressway project is a project with extremely dense capital and complex technology.The risk of expressway project is complex because it has the characteristics of long construction cycle,long investment recovery period and many participants.Firstly,this paper analyzes the risk of the PPP project investor in the expressway,then makes a scientific and reasonable evaluation,provides the theoretical reference for the government departments to make project decision,and also makes the risk comparison for the social enterprises to choose the PPP project.It has a promoting effect on the promotion of the promotion of the PPP project in China.The risks of investors in Expressway PPP projects involve all stages of project construction and various participants.There are various risk factors and interactive effects.The PPP mode has been introduced in China for a relatively short time,and the academic circle has not yet formed a system for its risk study.There are still many loopholes in the study.This paper is based on the data of a large number of literature,by using the work breakdown structure and risk structure analysis of highway PPP project investment risk factors for reasonable recognition,and establish a scientific risk assessment system,risk assessment system is composed of 4 primary index,18 level secondary indexes,then use the network AHP to establish a comprehensive risk evaluation model and method of grey comprehensive evaluation method.The corresponding risk prevention measures according to the risk index weights of risk assessment of the risk index system and mathematical evaluation model at the end of this paper using the example of the argument,as the capital of social capital investment for the PPP program lay the theoretical foundation.I hope this study can become the evaluation basis for the risk of social capital investment and promote the establishment of more PPP demonstration projects.I hope this research will be the basis for the government to evaluate the risk of the PPP project,and then the investor can take effective measures to reduce the risk of the project and improve the success rate of the project.
