With the in-depth implementation of the Belt and Road Initiative,CHINA RAILWAY Express has accumulated more than 14,000 trains by the end of March 2019,which has become the iconic achievement of the Belt and Road construction.Entering the new era,CHINA RAILWAY Express is changing,from normalization to high quality development.As an important supporting carrier for the operation and the basic elements affecting the high-quality operation,CHINA RAILWAY Express stations will transform from "only done" to "well done",which has increasingly become a bottleneck restricting the high-quality development of CHINA RAILWAY Express.At present,the operating process of CHINA RAILWAY Express stations is not smooth.Therefore,it is necessary to analyze the operation of the CHINA RAILWAY Express station and then to achieve external convenience and internal efficiency by optimizing the process and accordingly to make CHINA RAILWAY Express more vital and brand-famous.Based on the national key research and development plan project "The Belt and Road”overland channel international intermodal transport research and exchange center(No.2016YFE0201700),additionally,through field research and systematic analysis,this paper undertakes in-depth study of the CHINA RAILWAY Express station process optimization from the following aspects.(1)This paper analyzes the basic development situation of CHINA RAILWAY Express,discusses the classification methods of the stations,and determines the categories and definitions of the CHINA RAILWAY Express station.In addition,the paper describes the operation status and operation mode of the departure-arrival station border station,put forward the stations’ characteristics and problems,and clarifies the new requirements for high-quality development.(2)For the main problems existing in the operation process of the CHINA RAILWAY Express station,considering the new connotation of the next station in the new era,this paper clarifies the ideas and principles of the station operation process optimization.According to the actual situation,this paper designs a "four-stage" method suitable for the optimization of the operation process of the station,which is "process evaluation-process analysis-process optimization-optimization effect verification”.(3)According to the interrelated and field researches,this paper has sorted out the current operation procedures of the departure-arrival station and border station,and drawn the function flow chart of station operation.At the same time,the Petri net model of the station operation process is established to analyze and verify its performance.The Harbin International Container Center Station and Manchuria border station are taking as examples respectively to execute Flexsim simulation,to further clarify the weak links in the operation of the CHINA RAILWAY Express stations.(4)From the station layout,station management,facilities and equipment and customs clearance mode and other dimensions,the specific reasons for the weak links are put forward.According to the optimization purposes,principles and new requirement of high-quality development,the corresponding process optimization improvement plan and measures are formulated.Using stochastic Petri net and Flexsim simulation,the optimization effect of operation flow of ceibs railway station is verified.There are 55 figures,56 tables,72 references in this paper.
