The placement of the housing construction project is a vital step for the realization of the urban expansion plan of Changping District,Beijing.The relocation and resettlement housing is limited to relocated households.of Yingfang Village,Zhangying Village,Sihezhuang Village,Xinzhuang Village,Nanshao Village,Gaoguan Village,Dongying village and other four villages for relocation in the planning area of the Changping New City East District.The project is characterized by many villages involved in demolition,large demolition area,a great number of demolition population,complex initial procedures and short construction period.There are many uncertain factors and high risks in the implementation process.In the case of an accident,it will lead to irreparable economic and reputation damage.Therefore,it is of great significance to put forward countermeasures for risks,determine the risk factors and deal with the risks in advance in the implementation process of the relocation and resettlement project.In the paper,the author aims to propose the risk factors during the implementation at each stage by using the expert investigation method and on-site investigation method according to the implementation procedures of the relocation and resettlement housing project.Then,the fuzzy analytic hierarchy process is applied to balance risk factors of developers during the implementation of a relocation and resettlement housing project.The purpose of the fuzzy analytic hierarchy process is to implement the risk of a relocation and resettlement housing.The intermediate level consists of six aspects namely the demolition assessment,demolition compensation,demolition construction and preliminary procedures for construction project,construction of resettlement houses,relocation and resettlement.After the weight of risk factors is confirmed,the expert investigation method can be used to determine the probability of risk factors of the index layer and the weight of loss.Then the risk degree of each stage is decided.Finally risk probability model and risk loss model are built.The risk probability and level of risk loss are calculated according to the risk assessment matrix,therefore,the risk level of developers during the process of relocation and resettlement housing implementation is confirmed.Finally,the countermeasures for risk factors are put forward to ensure the successful implementation of the project.In this study,the author applies fuzzy analytical hierarchy process to the risk management process of the relocation and resettlement housing project implementation based on the actual project.The study proposes risk factors and countermeasures of the developer in the implementation process of project with a certain practical significance.It provides reference for this field and can be used to guide the follow-up project for continuous verification and improvement.
