In recent years,housing prices gradually rise under the influence of speculators,especially housing prices have deviated from the right price track in some areas.Therefore,local governments have issued a series of regulatory policies to stabilize or restrain housing prices,even housing price restriction measures are implemented in some first and second tier cities.Although housing prices have been limited,the main influencing factors of real estate project cost have not been limited,especially the costs of construction materials and labor rise rapidly.Construction and installation cost takes up a large proportion in the whole process of real estate project development.Effective project construction and installation cost control management is conducive to reducing the operation cost of the project,improving the level of cost management and enhancing the core competitiveness of enterprises.Therefore,it is of great practical significance to analyze the current situation of construction and installation cost of Bilinwan Project in Nanning and put forward corresponding improvement measures.Based on the cost management theory of construction and installation project,this paper analyses the current situation of construction and installation cost management of Bilinwan Project in Nanning,and finds many problems in the construction and installation cost management of the project,including incomplete quota design,inadequate target cost precision,inefficient bidding and procurement,chaotic dynamic cost management in the project implementation process,excessive visa change cost,increased invalid cost due to delayed construction periods,penalty and confiscation cost caused by illegal operation,many disputes in settlement process,fragmentary systematic settlement management and supervision systems,and imperfect post-summary evaluation,etc.According to the total cost management theory,this paper puts forward pertinently optimized measures,including setting scientific control objectives,reducing budgetary costs by the application of value engineering methods,optimizing construction schemes through quota design,strengthening drawing auditing,improving cost planning level,standardizing bidding and procurement management,controling dynamic cost in the whole process,standardizing instruction change management system,strengthening time limit management,and standardizing operating management and confirmation process of price changes,establishing effective settlement management and supervision systems,and doing post-evaluation well,etc.The problems found in this project have certain representativeness in similar projects in the same industry.Researching and solving these problems can not only help the company to strengthen the ability and level of cost management,but also provide reference in construction and installation cost management of other companies in the same industry.
