Since reforming and opening in 1980 s,urbanization of our country was being accelerated constantly.After entering the 21 st century,the large-scale urban construction movement and the rapid development of the real estate industry have ushered in a rapid development stage of the construction engineering industry.Landscaping project as an important content of construction engineering industry,ushered in a wave of development upsurge.However,since 2016,with the introduction of a series of policies of "no speculation in housing and housing",the real estate has been subjected to a lot of government regulation,and the real estate construction boom has gradually cooled down.The landscape construction industry thus enters the rational development stage.Market competition has gradually changed into price competition,and the core competitiveness of garden construction enterprises has also changed into cost management ability and project quality.Therefore,it is particularly important for enterprises to reasonably control the cost of garden construction projects under the premise of meeting the project quality.This paper takes the L project of D Company as a case study,and uses a variety of research methods,such as literature analysis,case study,responsibility cost analysis and experience su mmary method(induction),to conduct in-depth research and analysis on the L project of D company.From the current situation of L project cost management as a breakthrough point,with the target cost management,the whole process of the project cost management,project comprehensive cost management as the theoretical basis,find out the deficiencies of L project cost management,combined with the author’s years of cost management experience,explore the causes of L project cost management problems in many aspects.From the six links of cost management,this paper finds out the reasons for the cost overspending of project L.In order to solve the above cost overruns,a number of specific countermeasures are proposed from the aspects of cost forecast and cost planning,cost control and cost accounting,cost analysis and cost assessment.In the link of cost forecasting and cost planning,establish the enterprise quota of D company,establish the project cost management system with the enterprise quota as the target cost,optimize the cost forecasting system,and develop the cost plan;In the link of cost control and cost accounting,the cost control procedure is clarified,the dynamic cost management process is improved,and the earned value method is introduced to analyze and control the deviation.In the link of cost analysis and cost assessment,the first is to use the digital engineering information management system for cost analysis,the second is to establish a sound cost assessment system,the third is to optimize the cost management reward and punishment mechanism.Finally,two safeguard measures have been developed.One is to introduce advanced cost management concepts,provide training for employees in the project preparation stage or when they enter the company,and provide regular training to constantly publicize the cost management concepts.Second,improve the cost organization management system,reconstruct the project department cost management organization system,supplement the management personnel,introduce the project information management system.These improvement measures provide a basis for D Company to improve the cost management level of subsequent engineering projects,save project costs and improve the economic benefits of projects.
