| As the gateway airport of China,Beijing Capital International Airport(BCIA)has an important position in China’s air transport industry.However,according to statistics,the flight normal release rate of BCIA was relatively low.In order to improve the aircraft apron operation safety and efficiency,BCIA actively responds to the transfer of apron control.The objective of this paper is to develop an aircraft apron control transfer solution by analyzing the existing problems in the transfer of BCIA apron control.The research results could provide theoretical guidance and suggestions for BCIA apron control.At the same time,it could provide reference for other large airport apron control transfer.Taking the transfer of BCIA apron control as an example,this paper studied the existing problems after the apron control transfer to airport management agencies,and formulated an optimization scheme.Firstly,the study contrasted the apron control difference between air traffic control management and airport management according to the aspects of regulation and policy support,infrastructure construction,operational talent reserve,operational efficiency evaluation,etc..It was concluded that there were four problems in the transfer of BCIA apron control,which were the increase of security responsibility pressure,the difficulty in selecting the tower and the high investment,the shortage of professional talents and the long training period,and insufficient operational preparation experience.Secondly,the specific causes of the problems involved in the transfer of BCIA apron control were analyzed by using questionnaire and interview methods,and the optimization scheme of BCIA apron control transfer was put forward according to the specific causes of the problems.Finally,the study proposes an optimization scheme,it consists of four levels,the security transfer phase,the performance improvement phase,the intelligent command phase,and the quality development phase.This scheme draws on the construction idea of the capability maturity model,the four levels are the relationship of upgrading step by step.With the deepening of the implementation stage,the transfer of apron control is gradually improved.At the same time,according to the key practices connotation in the capability maturity model,the each level implementation points were determined.Through the application effect of airports which have already carried out the transfer of apron control,the each scheme implementation effect was evaluated.The results show that the optimization scheme has good application effect and practical significance for improving the apron control transfer. |
