At the current stage of rapid economic development in China,more and more attention is being paid to the field of civil aviation,followed by a continuously increasing number of passengers year after year.The increase in passenger throughput has led to an increase in flight volume.Airport security resources cannot meet the needs of rapidly growing flights.At the same time,the airport's participation in aircraft management is not high,and the overall operation of the airport is seriously affected.The flight clearance rate of major domestic airports has been declining year after year,and has even reached the bottom of the world.Faced with this situation,in 2013,the Civil Aviation Administration of China issued the "Notice on Promoting the Handling of Aircraft Apron Operations to Airport Management Agencies" to start the transfer of apron control at various airports.The purpose is to investigate whether the transfer of apron control has an impact on the improvement of China's airport operating efficiencyThis paper firstly conducts a theoretical analysis of the transfer of apron control,and explains the relevant contents of the current status and operation efficiency of apron control transfer in China.Next,an evaluation system for the airport's operational efficiency after the transfer of control was constructed.The concept of milestones used in A-CDM was introduced.The release phase,taxi phase,and departure phase after the transfer of apron control were analyzed and explained.The time and air traffic control tower control time were analyzed.Then,by screening and sorting the relevant data before and after the transfer of the apron control,the index items that can reflect the control mechanism are obtained.By calculating the combined weight of each index item,a combination based on the BP neural network model and the gray correlation analysis model is used.The combined evaluation method is used to evaluate the airports that have completed the transfer of apron control.It is concluded that the transfer of apron control is currently applicable to the development of China's civil aviation industry.It is verified by SIMMOD simulation software and compares two different transfer methods with the ground taxi before transfer Time,got a more suitable transfer point program,proved that the ground taxi time has been reduced after the transfer point is set,and finally the transfer of apron control has a positive impact on the improvement of China's current airport operating efficiency.Finally,the paper analyzes the advantages and disadvantages of the transfer of apron control,and gives reasonable suggestions for the subsequent development and application of the model from three perspectives.In fact,in the overall situation in recent years,the transfer of apron control has increased the punctuality rate of China 's flights,and to some extent eased the pressure on China 's airport operations.
