CD company is a major state-owned power engineering investment company.According to the national laws and policies,all the power projects invested by CD company need to use the bidding method to determine construction enterprises.Therefore,establishing a wellrunning project bidding mechanism is crucial for the healthy development of CD company.Based on theory research and the status quo analysis of bidding mechanism of CD company,first of all,using the method of Delphi,inviting 24 experts in the field of bidding engaging in theoretical research or practical work to evaluate the bidding mechanism of CD company by using 16 related indexes.Among them,20 experts who accepted the invitation consistently thought that there are some defects in bidding mechanism of CD companies in nine aspects such as the tender process,bidding organization,bidding plan management,etc.Secondly,the field survey method is used to deeply analyze several key problems put forward by the 20 experts and explore the causes of existing defects.Thirdly,combined with the theory of mechanism optimization,this paper investigates the issue of the organization structure of project bidding of CD company,and the ECRS(cancel,merge,rearrange and simplify)method of mechanism optimization and ERP management information system was used to optimize and perfect the bidding mechanism of CD company,by so a relatively complete,scientific and reasonable bidding mechanism was proposed and the management strategy of each operation stage of the optimized bidding process is optimized and analyzed.In addition,this paper put forward the optimized supervision mechanism of project bidding of CD company.Finally,the possible problems in this study and the direction of further research are analyzed.
