Along with the market competition mechanism of railway engineering bidding in our country gradually improving,there is increasingly fierce competition among railway construction enterprises,and in the process of bidding there exists the game behavior between railway construction enterprises and construction nuit.So construction enterprises obtain the winning chance in bidding more and more difficult.Even if successful,the profits that can be obtained is gradually reduced because of the fierce competition.As the key factor of competitive bidding,the tender offer plays an obvious role in winning the bidding and also affects the profits space of construction enterprise.So it is an important subject to study the railway engineering tender offer strategy.From the angle of construction company and the relevant provisions of China Railway Engineering Corporation bidding areas,the thesis analyses the characteristics of railway engineering bidding and sets forth common tender offer strategies and techniques.Also,this paper introduces the basic theoretical knowledge of game theory and relation between the Game Theory and the bidding.Because the game objects are different in the bidding,the paper researches the game behavior of construction enterprises with the construction unit and construction enterprises with competitors.By building the model to analyze the game behavior about construction enterprises and construction unit,the paper verifies that construction unit tend to offer the enterprise whose tender offer is lower.Therefore,the construction enterprises with lower prices to compete would increase the possibility of winning the bidding.For the game behavior between the construction enterprise with the competitors,the paper use the SWOT-CLPV model analyses the enterprise and competitors which can obtain the current bidding situation about the enterprise.It can help the enterprise to make a plan about bidding strategy.And tenderers often choose two evaluation methods on the current railway about project evaluation: evaluated lowest bidding price method and comprehensive assessment method.The writer establishes tender offer models based on the two evaluation methods by game theory.For the review of the lowest price method,according to participants under incomplete information static game between the optimal solution theory which is called Bayesian Nash equilibrium theory,the writer establishes the cost distribution function model of bidding strategy.Through the analysis and deducing of the model,the writer obtain the theoretical formula of the optimal price for construction enterprises that can provide the basis for the construction enterprises to tender.For the comprehensive assessment method,the writer establishes the optimal bidding price range model based on the current field of railway engineering bidding benchmark evaluation formula and the evaluation methods.Through the discussion of the model and its application in actual railway engineering bidding quotation decision,it can be confirmed that the model what is established in this paper can effectively guide the construction enterprises to tender and improve the opportunities of winning the bidding.
