In order to solve the problem of air pollution caused by coal-fired heating in winter and the increasingly severe energy crisis,the government of china give energetic support to the policy of clean heating and electric power replacement,and the "coal-to-electricity" project has become the main implementation way of this policy.The "coal to electricity" project involves multiple reform main bodies,in order to meet the needs of users’ heating demand and ensure the interests of the main bodies,it is necessary to study the development optimal mode of the regional "coal to electricity" project.Therefore,it is very important to study the optimization method of decision variables such as equipment type,equipment capacity and heating mode combined with the regional characteristics,which around the two types of "coal to electricity" transformation mode on the side of the thermal power plant and on the side of the user.This paper takes the large-scale "coal to electricity" project in northern China as the research background,Firstly,we studies the operation characteristic models of different electric heating equipment,and on this basis,the typical development mode of cc based on the side of the thermal power plant and the user side is proposed respectively,which combined with the working characteristics of several common heating modes used in China.According to the "coal to electricity" project on the side of the thermal power plant,it is usually realized by coordinating heating with the wind farm,in order to accommodate curtailed wind power to the maximum extent under the premise of ensuring the economic efficiency of the "coal to electricity"project,a cooperative optimization method for regional heating mode using curtailed wind and equipment capacity configuration is proposed,and an optimization programming model with the objective function of minimum annual unit cost of accommodation and maximum annual curtailed wind accommodation is established,and the optimal transformation mode under different heat load requirements is also analyzed.According to the "coal to electricity" project on the user side,considering the influence of the interests of each reform main body,the characteristics of the building types,the habits of the users to use energy and the geographical and climatic conditions,a comprehensive evaluation index system of transformation model covering power grid,society and users is constructed,and based on this,a decision model for heating mode and equipment types is established.Finally,the actual data of a township in the northern China is taken as an example,based on the "coal to electricity" load forecasting result under the demand side response,the best "coal to electricity" project development mode is determined,and the validity of the proposed method is verified.It can provide theoretical guidance and practical basis for the large-scale promotion of "coal to electricity" project in North China.
