To alleviate the contradiction between supply and demand of China’s traditional energies and reduce the pollution of livestock and poultry wastes,thus satisfying the strategic requirements of developing circular economy of agriculture,the government has issued a series of policies and regulations and policy to support construction and the development of biogas industry.As the number of biogas projects continues to rise,people’s concerns over the operation of biogas projects and their comprehensive benefits to our society have raised the questions that,how much benefits can a biogas project produce?How do these benefits prove themselves? And how should we evaluate and analyze them?These are all issues that need to be discussed and studied urgently.Based on combing the study of biogas industry at home and abroad,on the basis of dynamic,according to the theory of circular economy,sustainable development theory and comprehensive evaluation theory.This paper applies analytic hierarchy process(AHP)to the stratification of the 4 difficult issues of biogas projects,including environmental benefit,economic efficiency,social effect and alternative benefit,according to the principle of index selection.And then,these issues are refined into 16 measurable indexes to form a set of scientific and reasonable evaluation index system of biogas projects.The relative importance of evaluation indexes is investigated by expert rating and analytic hierarchy process(AHP),and the comparison matrix is constructed to determine the weight of each index.Through referring to relevant information and consulting some experts,a set of quantitative criteria for evaluating the comprehensive benefits of large and medium-sized biogas projects are worked out.Finally,a comprehensive evaluation model of biogas projects is built using the fuzzy comprehensive evaluation,and the date of 4 biogas projects in Jiangxi Province,Lulin,Likang,Shuishan and Fengyuan are used for empirical analysis to verify the practicability and feasibility of this evaluation model.Evaluation results show that the benefits of biogas projects vary from place to place,each biogas project has not been coordinated in all aspects,and further improvements are urgently needed in operation cost,organic fertilizer income,training in energy science and technology,etc.In order to ensure the sustainable and healthy development of biogas projects,this paper puts forward the following 4 suggestions: first of all,rev up publicity and enhance awareness of developing renewable energies;secondly,encourage the use of organic fertilizers;thirdly,increase capital investment and guarantee sustainability of cash flow;and ultimately,formulate support policies and system of rewards and penalties.
