| Traditional villages are an important part of China’s historical and cultural heritage.The traditional villages in Ancient Huizhou have a large area of preservation and a complete region with rich historical and cultural connotations.They have many values in history,culture,research and so on.In recent years,China has promulgated a series of protection policies and regulations,carried out a number of protection work,and made some progress in the protection of traditional villages.In recent years,China has promulgated a series of protection policies and regulations,carried out a number of protection work,the protection of traditional villages has made some progress,but still faced with the decline in the number of traditional villages and the gradual disappearance of cultural heritage.How to systematically and scientifically evaluate the effect of the implementation of the protection and development planning,find out the problems in the compilation and implementation and improve them are the urgent problems to be solved at present.This paper analyses the evolution process of traditional village protection and development system through data collection,studies the content evolution of relevant laws and regulations,finds that protection and development planning has more requirements than historical village protection planning.Then the collected protection and development plans are analyzed from four categories: current situation analysis,target orientation,protection and development measures and implementation measures.After understanding the evolution process and content of protection and development planning,in order to recognize the implementation effect of protection and development planning,the index system is constructed from two perspectives of protection and development.The index system includes 11 sub-criteria levels,such as entity preservation,cultural inheritance and protection measures.The indicators are selected according to the content of protection and development planning,the existing evaluation system and the data obtained from research.Then,it explains how to judge the quality of each index,constructs the index system model according to the principle of analytic hierarchy process,and determines the weight of each index.The development status of traditional village protection in Ancient Huizhou has been investigated comprehensively.Based on the investigation,two typical cases have been selected for empirical study.After the weights of the indicators have been determined,the specific scores of protection and development effects are obtained by using the method of fuzzy comprehensive evaluation,and the percentage scores of protection anddevelopment of Xidi village and Pingshan village are calculated.Through the analysis of the score,it is found that the preservation of traditional villages in ancient Huizhou is good.In terms of cultural inheritance,the score is low,the inheritance situation is poor,and the villagers have a strong sense of protection.In the development of traditional villages in ancient Huizhou,the village facilities scored higher,the village facilities were complete,tourism development has been better,driving the increase of villagers’ income,but the village environment has been damaged to a certain extent,the villagers are satisfied with the overall development of the village.Finally,this paper makes a concrete analysis of the percentage score of the protection and development of selected cases,and finds out the existing problems in the protection and development.Empirical research proves that the index system can effectively evaluate the protection and development effect of traditional villages in Ancient Huizhou and provide a means for periodic evaluation of the protection and development of traditional villages.In response to these problems,the paper puts forward some suggestions for the recent implementation measures,such as activation of intangible cultural heritage,development of characteristic tourism,improvement of environmental health needs,etc.It also puts forward some suggestions for the preparation of planning,such as perfecting the collection of preliminary data,paying attention to the protection of intangible cultural heritage,and defining the development goals of protection.These suggestions can provide guidance for the next step of protection and development work. |
