Research On Supervisor’s Project Management In Municipal BT Projects

The continuous development of economy and city construction in China,gives birth to a huge demand for infrastructure construction.Conventionally,the public infrastructure is invested by the government in China.However,the government is under enormous financial pressure.If continue to be entirely funded by the government,the infrastructure construction will not be able to meet our needs.Therefore,China adopted Build-Transfer(BT)model into the infrastructure construction field.BT model not only eases the government’s investment pressure,but also promotes the infrastructure construction process.At present,the academic circles have carried out much research on BT mode.But there is not research on supervisor’s project management in BT municipal projects.Through a large number of literature research and project investigation,this paper summarizes the basic theory of project management of construction project supervisors,and investigates and analyses the application status of BT mode in China.On this basis,this paper analyses the characteristics of municipal public projects and the problems faced by supervisors in the management of municipal public projects under BT mode.Through investigation and combining with the author’s own work case,this paper makes an in-depth analysis of the project management problems of supervisors in municipal public projects under BT mode.By using SWOT analysis method,it analyses the difficulties and influencing factors of supervision implementation,and lists the main internal strengths,weaknesses and external opportunities and threats closely related to the research object.Come and arrange them according to the matrix form,and then use the thought of system analysis to match all kinds of factors to analyze each other.Finally,through the establishment of IPMA excellent project management model to solve the existing problems,according to IPMA excellent project management model,the case from the basic level,knowledge level,display level three levels to come up with specific management measures.This paper summarizes the project management conclusion of municipal engineering project supervisor under the BT mode,and puts forward the pertinent opinions and suggestions.
