There are significant differences between traveling by bus and car with respect to travel time and comfort.Because of the heterogeneity of individual characteristics and travel purposes, different travellers may have heterogeneous value of time(VOT)and value of comfort(VOC),which will have a significant impact on travel mode choices, and further affect the network's equilibrium state. In this paper,a multi-modal and multi-class user equilibrium model that incorporates the travellers' heterogeneous VOT and VOC is proposed to analyze the impact of the two heterogeneous characteristics of travellers on travel distribution and system travel cost.In order to analyze the impact of different types of heterogeneity on travellers' travel decisions, this paper will first discuss the VOT of travellers.Due to the obvious differences in social status, income and travel purpose etc.among individuals, there are wide differences in VOT among different individuals in the traffic system. In this paper, travellers are classified according to the difference of the VOT.On this basis,a multi-mode traffic equilibrium model considering the heterogeneity of travellers' VOT is proposed. And with the objective of minimizing the total system cost,a bi-level programming model considering the difference of travellers' VOT and the optimal setting of bus lanes is established. At the same time, because there are great differences in comfort between bus and car,the essential difference will have a certain impact on travellers' choices of travel mode.Under the influence of this difference, the VOC between individuals will show obvious heterogeneity.Travellers are classified according to their VOC firstly, and then a multi-class and multi-modal traffic equilibrium model based on the on the difference of travellers' VOC is constructed, and the algorithm of the model is designed. Finally, with the objective of minimizing the total system cost,a bi-level programming model considering the difference of travellers' VOC and the optimal setting of bus lanes is proposed. On the basis of the above research, considering the VOT and VOC of travellers together, and individuals can be classified according to their VOT and VOC,and the traffic network equilibrium model considering multi-heterogeneous characteristics is constructed, and the corresponding algorithm is proposed to solve the model numerically. Finally,a bi-level programming model considering the difference on travellers' VOT and VOC and the optimal setting of bus lanes is established with the goal of the minimal total system cost. Finally,a traffic corridor with a single O-D pair and a relatively complex network with multiple O-D pairs are designed to analyze the effects of these two heterogeneous factors on traffic equilibrium. At the same time,it further analyzes the impact of different heterogeneous factors on travellers' travel cost and decision-making for cases without/with bus lanes,as well as the impact on the optimal bus lane layout scheme in the network.
