| The construction of subway is one of the key factors to promote the rapid development of the city.Subway plays an important role in easing urban traffic congestion,imbalance between occupation and residence and passenger evacuation.Recently,Shenzhen government not only pays attention to the construction of subway,but also vigorously promotes the construction of subway transportation.What’s more,the Transit-Oriented urban land Development(TOD)is actively promoted too.However,with the developing of the planning,construction and the use of subway,the ransit-Oriented urban land Development(TOD)of shenzhen is faced to some deficiencies.For example,the site selection of subway station(line 2)does not match the surrounding land use mode,which leads to low utilization rate of subway and unsaturated passenger flow.The entrances of subway stations are not fully connected with the surrounding building functions,and is short of perfect slow moving system or necessary traffic connection facilities around subway stations.What’s more,the accessibility of subway stations is insufficient,which leads to the emergence of "the last kilometer".The cause of the problem is complicated,including many aspects such as social,economic,administrative management and planning and design.As a planning and management practitioner,the author is lucky to participate in the planning and implementation of shenzhen metro traffic.During the work,it is found that the deficiencies in subway construction and TOD development in shenzhen are closely related to the planning and implementation to some extent.Therefore,the author makes the Guanguang site as the research case,and analyse it from the perspective of planning and management,then draw lessons from other cities planning and implementation of practical experience and put forward the corresponding policy Suggestions:(1)the thematic content of TOD development should be added to all levels of planning from the general plan to the statutory plan,so as to form a goal--strategy--action--implementation of progressive TOD planning system.(2)establish technical standards and norms for the preparation of TOD planning,and define the content and requirements of the preparation of the topic research,the unit planning and the depth requirements of the results about TOD from the overall plan to the detailed plan.(3)planning innovation,aim to the key and complex subway site areas to make planning of TOD units.(4)formulate diversified planning and implement safeguard measures.After the site selection of the subway station is determined,a good communication and consultation mechanism is established with the surrounding land right holders in combination with the subway scheme and TOD unit planning scheme,and corresponding incentives and mandatory measures are formulated to ensure the effective implementation of TOD planning. |
