Study On The Delimitation And Spatial Control Of Urban Planning Area

Urban planning Area is outside the urban built-up area,which provides the space range of ecological service,production support and life guarantee for the city,and is the space category necessary to maintain the normal operation of the city.With the advancement of the reform of the national planning system,the municipal and county land and space planning for the integration of alternative land use master plan and urban master plan has been explored and promoted,and its core goal is to realize the whole domain of land and space,the whole type of use control,do not leave "grey space".Under this background,how to adapt the statutory urban planning area to the requirements of the land and space planning,determine the reasonable scope of the planning area,delineate the "three zones third line",implement the land and space use control task,and formulate the scientific development and protection and governance plan are important issues that need to be studied in urban planning at this stage.Based on the above situation,this paper,on the basis of combing urban planning areas or similar concepts and related research at home and abroad,integrates the needs of urban development from the requirements of China's basic national conditions and land and space planning system.Based on the understanding of the problem of urban planning area,this paper expounds its position in the urban master plan and the Land Spatial planning system,clarifies the concept connotation of the urban planning area,and explains the basic functions that the urban planning area should have in the central city(city).Secondly,according to the concept connotation of urban planning area,based on its own function and the requirements and target content of land space planning,this paper puts forward a scientific and reasonable idea of delimitation,which provides the basis for the delimitation of Planning area in the preparation of land and space planning in the following cities and counties.Finally,draw on and refer to the Urban Master Planning Center City four " And the spatial control mode of "three-line zone" in the whole area of land and space planning,this paper puts forward the construction idea and delimitation method of spatial control system at the level of urban planning area.Based on the case study of the master plan practice of Ganquan County in Shaanxi Province,the following main conclusions are obtained:(1)Urban planning area refers to the built-up area of the city and the area that must carry out planning control because of the urban construction and development needs.Urban planning Area is a middle area between city(county)and central City,it is a comprehensive planning boundary of technology and management,and it is a comprehensive manifestation of construction development demand and its own development degree in the present period,in order to meet the basic needs of urban construction and development,so as to achieve the sustainable development of urban ecology,Achieve effective integration and optimization at the spatial level of development and management.With the construction and development function,ecological service function,urban support function,production and life support function and planning management function.(2)The delimitation of urban planning areas should be returned to their basic concepts and functional needs.In the new period,the delimitation of urban planning area should return to the connotation of basic concept,that is,to meet the function of urban construction and development is its core function,and the scope of urban construction land is its core category,and the boundary of urban Development is the boundary line of urban construction land under the influence of population and construction scale under many conditions,so Determining the boundary range of urban development is the basic premise of delineating urban planning area and should be delineated as a priority.After defining the boundary of urban development,starting from the function of urban planning area,this paper identifies the ecological protection elements corresponding to function,the factors of production development,the factors of production support,the factors of life safety and the elements of quality of life,and restricts them through the administrative elements,that is,to ensure the integrity of the most basic administrative units in the administrative system.Finally get a clear spatial range of urban development boundaries.(3)The Urban Planning area constructs the control system
