Study On The "Double Evaluation" Method Of County Territorial Spatial Planning

"Double Evaluation" is one of the important bases for the compilation of territorial spatial planning.China has a vast territory and significant regional differences.In specific practice,it is necessary to carry out the "Double Evaluation" work simply and efficiently according to local conditions in combination with the characteristics of the regional natural and geographical environment and provide the scientific basis for the compilation of territorial spatial planning at corresponding levels.At present,relevant research has an inconsistent understanding of the specific connotation of "Resources and Environment Carrying Capacity".Meanwhile,good support can not be provided for the compilation of territorial spatial planning by the evaluation results of resources and environment carrying capacity.Therefore,based on the reality and related research of "Double Evaluation" work at the county level,this paper deeply analyzes the practical challenges,the internal relationship,and function of "Double Evaluation" work at the county level.On the basis of this,the ideas and methods of suitability evaluation and carrying capacity evaluation at the county level are put forward.Then,the rationality of the evaluation methods is demonstrated,and Meixian County is taken as an example to carry out empirical research,to provide some reference for the development of "Double Evaluation" in county level territorial spatial planning.The main conclusions of this paper are as follows:(1)The "Double Evaluation" at the county level is the refinement and deepening of the "Double Evaluation" at the municipal level,especially for the districts and counties under the jurisdiction of cities with a large area,large differences in internal natural geographical environment characteristics or restrictive resources and environmental elements.The internal relationship between county level carrying capacity evaluation and suitability evaluation is mainly reflected in the theoretical logic,index logic,and application logic.(2)For the evaluation of county spatial development suitability,from the perspective of adjusting measures to local conditions,the importance of ecological protection is evaluated based on the dominant ecological functions and main ecological vulnerability types of the county,the suitability of agricultural production is evaluated based on the main agricultural production types of the county,and the suitability of urban construction is evaluated based on the dominant influencing factors of county urban construction.In terms of evaluation process,the county is divided into 30m×30m grid evaluation units,and the county ecological protection importance evaluation is carried out first according to local conditions,then,the county agricultural production and urban construction suitability evaluation are separately carried out according to local conditions.In terms of evaluation indicators,based on relevant guidelines and existing relevant studies,considering the availability of data corresponding to evaluation indicators at the county level,this paper summarizes the main indicators and main data required for county suitability evaluation;In the subsequent suitability evaluation of specific counties,it can be combined with the characteristics of the county’s natural geographical environment and data acquisition conditions,the evaluation indexes should be selected according to local conditions.(3)For the evaluation of county resources and environment carrying capacity,under the premise of rational allocation of restrictive resources elements among different uses such as agricultural production and urban construction,it is the maximum reasonable population scale,economic scale,or land scale of human activities in the county,which resources and environmental elements can carry.In terms of evaluation process,the restrictive factors of county resources and environment development should be identified by studying the specific county characteristics,then the evaluation should be carried out for the restrictive factors.In terms of evaluation methods,the evaluation of water resources carrying capacity is carried out from the population scale and economic scale of the county;The evaluation of land resources carrying capacity is carried out from the maximum reasonable land use scale of agricultural production and urban construction;The evaluation of water environment carrying capacity is carried out from the water environment’s consumption of pollutants and the population scale that can be carried.In addition,the carrying capacity evaluation of other resources and environmental development restrictive factors should be carried out based on the specific conditions of the county resources and environment.
