| With the rapid development of social economy in our country,the urbanization rate has been continuously rising.As the urban population continues to increase in size,it has helped cities to develop.It also puts pressure on the city’s transportation.In the face of growing public transport demand,urban rail transit construction is imminent.According to the "2017China Peak Congestion Map" data,the traffic congestion coefficient in Wuhu City is 1.46,and the average speed is 28.22km/h.It has already ranked among the nation’s congested cities,which has affected the travel of Penghu citizens.Based on this background,the Wuhu Municipal Government began to pay attention to the construction of urban public transport and began to build subway projects.Due to the government’s financial capacity constraints,subway projects have a huge investment,a long period,require a large amount of working capital,and need to invest after the completion of project construction.A large amount of funds are to be maintained.The funding issue of the Wuhu Municipal Government has always restricted the development of subway projects.In the face of urban public transport congestion and government funding scarcity,the Wuhu Municipal Government has chosen to use the PPP financing model for the development of subway projects,hoping to use social funds to achieve the construction of public infrastructure,but the PPP financing model is new in Wuhu,and the relevant financing model urgently perfect.In this paper,the literature review method,case study method and other research methods are used to analyze the financing situation of Wuhu subway line 1 project in detail,and point out the main problems existing in the case,and give corresponding solutions.Innovation point of this article is applied to metro line 1 project as an example,the project of the PPP financing related content and no other scholars to study,through the study of this article can provide certain reference for the purpose of PPP financing and reference,and help the project to solve the possible problems in the process of PPP financing,ensure that Wuhu metro line 1 project to complete the PPP financing.This paper mainly elaborates the research background,significance,content and method,focuses on the research on the related literature of urban rail transit project PPP financing mode,understands the research status and research results of urban rail transit project PPP financing mode,and takes part of the results as the basis of this paper.expounds the basic theory of urban rail transit PPP project financing mode,mainly studies the PPP financing mode and urban rail transit project PPP financing mode.analyzes the current situation of financing of urban rail transit in China,and points out the causes and solutions of financing difficulties of urban rail transit in China.for urban rail transit at home and abroad the PPP financing model has carried on the contrast research,mainly for Beijing,Shanghai,Guangzhou,Britain,Japan,Thailand and other countries and regions of urban rail transit financing mode were analyzed,and the reference of advanced experience,illustrate the emerging derivative mode exploration and application of PPP mode.The last part in Wuhu,metro line 1 project case analysis,the PPP financing model in Wuhu,metro line 1 project of the actual situation of the PPP financing in the subway project and the feasibility and the necessity of PPP financing model application and clarify the subway project works and content of PPP financing model and risk management mechanism.Based on the application of PPP financing mode in Wuhu metro line 1 project,this paper analyzes the application effect and existing problems,and puts forward some Suggestions on the application of PPP financing mode in Wuhu metro line 1 project. |
