| BT financing and construction mode is one of the representative derivatives of BOT project financing, which is widely used in the construction of infrastructure and public service facilities, and the effect is very significant to ease the pressure of short-term government financing. Ningbo as an important port and industrial city in the Yangtze River Delta region, the end of2011, the city’s population has more than ten million, it’s crowded contradictions of the road conditions and the rapid pace of development has become increasingly serious, therefore, in order to ease the pressure of traffic, the subway development is imperative. Since2009, Ningbo started to construct Phase1Project of subway, and planned to start the Phase2that included line3,4,5, from2014.When the phase2will be put on construction, the whole world was affected by the outbreak of Euro debt crisis. Unfortunately, Ningbo has became the "hardest hit" of the crisis. Since it is a city dominated by the export-oriented economy. Despite the difficult economic situation and the financing situation, the huge demand for funds for the Phase2Project of subway, in order to ease the pressure on government financing, broaden the financing channels, The Line3of Phase2Project plan to use BT financing mode in the construction.The title based on the basic theory of urban rail transit project financing, which is involved the concept, development, characteristics, categories of BT financing mode, and the requirements to participants. Focus on the division of BT financing mode from the aspect of Control strength, This paper analyzes the main responsibility under the three modes of control, and several successfully used in the domestic case. Finally, combined with the actual situation of Ningbo Line3Project, We propose some problem that may face in the application of BT financing mode, and gives a few suggestions from the aspects of the management and policies, and to provide reference for the further operation of the BT project. |
