With the rapid development of the national economy and society,the road traffic,storage and operation of dangerous goods have been increasing,and dangerous goods accidents have occurred frequently,bringing countless casualties and property losses.In order to improve the safety management level of dangerous goods,the research status and management policies of dangerous goods safety management were analyzed and summarized.It was found that more accidents occurred because the powers and responsibilities brought by the long-term supervision were unclear.Aiming at this problem,this paper establishes a game analysis of dangerous goods supervision and evolution under multi-decision subjects,and then proposes a charging strategy research for dangerous goods transportation network design under multiple decision-making bodies,and discusses the charging methods.At the same time,due to the risk preference bias of multiple decision-making bodies,the risk transportation network charging strategy considering risk fairness under multiple decision-making subjects is studied.Under the condition of information asymmetry and bounded rationality,the three-party game model of regional government,local government and dangerous goods logistics enterprise in the supervision of dangerous goods logistics is constructed to analyze the interests and game of the three in the process of dangerous goods supervision.Through modeling analysis,it is believed that the cost of supervision by all parties,the penalty cost of non-compliance with supervision,and the monitoring of local governments and local governments are all crucial to the supervision of dangerous goods.Therefore,it is recommended to further improve the effectiveness of dangerous goods logistics supervision through the improvement of dangerous goods logistics management policies,and propose to control the road transportation risks by charging some of the more risky road sections to avoid the occurrence of major dangerous goods accidents.When considering only two decision-making bodies of government and transportation enterprises,this paper discusses the charging methods in the research of dangerous goods network design charging strategy,and considers different practical application scenarios,and proposes two different charging strategies: fixed charging strategy and flexibility.Charging strategy.A bi-level programming model with upper-level multi-objectives is established.The maximum multi-objective method is used to transform the upper multi-objective into a single target,and then the improved genetic algorithm nested multi-OD Dijkstra algorithm is used to solve the problem.At the same time,through the analysis of the example of the highway network in Guangdong Province,the total network risk difference under the four conditions of government control,government ban policy,government fixed charging strategy and government flexible charging strategy were compared.Finally,among the multiple decision-making bodies,each decision-making party will inevitably have conflicts of interest,and the calculation of the basic model may lead to the concentration of risks on some roads.In order to solve the problem and at the same time,in order to more accurately determine the risk preferences of each decision-making party,the concept of risk equity.In order to meet the cross-regional characteristics of dangerous goods under different jurisdictions,the road risk fairness and regional risk fairness areas are considered separately,and the upper-level bi-level planning model considering risk fairness is constructed.The improved genetic algorithm is used to solve the model,and the advantages and disadvantages of the results of the case without considering fairness and considering fairness are analyzed.It fully proves that after considering the fairness of risk,it can better solve the inadequacies of the original model and accurately express the risk preference of each decision maker.
