Research On Government Functions In The Construction And Development Of Smart Grids In My Country

With the constant progress of the society and the rapid development of science and technology,people’s increasing material and cultural needs gradually replaced by a better life need,the needs of the people are no longer confined to the material culture needs,the demand of the material and cultural level,more focused on the system of democracy,law,environmental protection and the fairness and justice of society as a whole。China has been the world’s second largest energy producer and consumer since 2007,and its carbon dioxide emissions rank second in the world.It is predicted that by 2025,China’s total carbon dioxide emissions will probably rank first in the world.The contradiction between the overall lack of fossil energy and the ever-increasing material needs of the people is becoming increasingly apparent.Failure to solve this contradiction in time will seriously affect the sustained and rapid development of China’s socialist economy。In order to ensure the sustained,rapid and healthy development of China’s macro-economy,it is urgent to save energy,reduce emissions and improve the quality of power supply.In recent years,China is committed to building a smart grid,the scientific and rational use of clean energy,improve the quality of the power grid no effective way.Smart grid construction plays an important role in the continuous progress of society.The construction of smart grid requires not only the joint efforts of power grid companies,scientific research institutes and users,but also the active support and promotion of governments at all levels。In order to clearly explain the importance and urgency of smart grid construction in China,this paper first applies the theory of public goods and service to clearly explain the non-enterprise pursuit of commercial interests in smart grid construction,which is a kind of national forward-looking strategic demand and public interest demand.By elaborating on how enterprises should play their due roles in the development of smart grid,this paper tries to analyze the gain and loss of promoting this strategic initiative from the macro perspective of the government.Meanwhile,by analyzing the development experience of relevant industries in various countries,it sorts out some experience and practices worth learning.Finally,the paper puts forward the main tasks,responsibilities and ultimate goals of the government as a regulator in the process of smart power grid construction in China,as well as relevant countermeasures to effectively play the regulatory role.It is suggested that from the perspective of national strategy and guided by comrade xi jinping’s new era thought,smart power grid construction should be actively promoted as a national strategy and a major cutting-edge science and technology project.It plays an effective role at the level of national strategy,macro policy support and micro policy implementation to ensure the smooth progress of this scientific practice。...
