In order to promote economic transformation and foster the development of emerging industries,China's fiscal and taxation policies are playing a decisive role.In recent years, with the aggravation of environmental pollution and energy reduction, the new energy vehicle industry has received more and more attention from the state. The state has released fiscal subsidies and preferential tax policies to help the growth of the new energy vehicle industry. However, does the fiscal and taxation policy implemented by the government play its due role? Is there an intermediary effect between fiscal and taxation policy and corporate performance? Further research is warranted.Firstly, this paper carefully sorts out the relevant domestic and foreign literature, and analyzes the technology innovation theory and externality theory.Secondly, this paper shows the production, sales and charging piles of new energy vehicles and the fiscal and tax policy of the new energy vehicle industry. Then, according to the research method of mediating effect, the paper makes a theoretical analysis of the relationship among fiscal and taxation policies,R&D investment and enterprise performance, and puts forward the corresponding hypothesis. In the empirical part, this paper uses 78 new energy vehicles plate the financial data to regress, through empirical study found that R&D spending in the fiscal and taxation policy and enterprise performance plays a partial intermediary role,it shows that in addition to the direct effect of fiscal and taxation policy on business performance, the R&D of indirect effects cannot be ignored. Finally, the conclusion of the empirical study is summarized, and relevant suggestions are put forward from the government and enterprises.
