The nineteen major report of the party points out that it is necessary to build a clean,low carbon,safe and efficient energy system.It is the fundamental of the country to build such an energy system,and it is also the necessity of the national energy development.Renewable energy is clean,low carbon and sustainable,which is the main direction of future energy development.With the development and utilization of traditional energy,the conventional energy is less and less,and the degree of pollution is becoming more and more serious,which has a great impact on the living environment and human health.All along,China's wind power,photovoltaic power plant large-scale centralized development,make our country become the world's fastest growing wind power,photovoltaic,installed capacity of most countries,but in China,the abandoned wind brownouts abandoned light,have become increasingly prominent,renewable energy consumptive problem has become the biggest bottleneck in the development of renewable energy industry.Because of the positive externalities of renewable energy consumption and renewable power product homogeneity,dependence of the development of renewable energy,and its products in to the government fiscal policy to support the strong.Although the government has introduced a series of policies to promote renewable energy consumption,renewable energy consumptive process still exist in planning and construction of science,technology and infrastructure,the implementation of the policy effect and a series of problems.This paper is based on the development of renewable energy in China and in the basis of the status quo,through access to literature data,using investigation method,starting from the fiscal policy,national macro policy,put forward to promote renewable energy consumption of China's policy recommendations,so as to guide and encourage more consumers to the consumption and use of renewable energy.This article is divided into three parts and eight chapters: the first part have two chapters,which is mainly the introduction and the theoretical,including the article research significance,the research object,the innovation points and the insufficiency,and secondly,on the theoretical basis of the introduction,analyzes the supply and demand theory,sustainable development theory,externality theory to promoting renewable energy consumption.The second part is chapter3,chapter4,chapter5 mainly analyzes the necessity and feasibility of the current consumption of renewableenergy.To analyze the consumptive renewable energy from the necessity of national energy strategy,environmental protection,employment etc..In the base of analyzing the status quo of consumption of wind and solar energy,the renewable energy consumptive existing supply and demand imbalance,lagging behind the development of power grids,storage technology to break through a series of problems.The third part includes the sixth chapter,the seventh chapter and the eighth chapter.This part is mainly through combing the fiscal policies promoting renewable energy consumption in our country,the effect of the policy analysis,obtains our country fiscal policies to promote renewable energy consumption is mainly subsidies for renewable energy production and consumption,this way not only to economic development,government fiscal burden,will produce "rent-seeking".Not renewable energy problems unique to China,in the world,there are also similar confusion,other developed countries,through the analysis of the United States,Germany renewable energy consumption policy,put forward reasonable planning of fiscal expenditure,improve the existing fiscal policy,scientific planning to promote renewable energy consumption policies.
