Study On Transformation Mode And Planning Strategy Of Hollow Villages In Qinba Mountains Of Southern Shaanxi

In the process of the continued urbanization and the accelerated transformation of urban and rural areas,the phenomenon of "Village Hollowing" arouse in the vast rural areas,which is characterized by the outwards-expending and internal-collapse village space structure,extensive and inefficient land-using,excessive unbalanced population structure.As one of the key areas of poverty alleviation and development policy,the Qinba Mountains in Southern Shaanxi Province are restricted by complex topography,sensitive ecological environment and lack of infrastructure.This phenomenon is more prominent and tends to aggravate.The problem of hollow villages in mountainous areas has not only caused the destruction of ecological environment and the serious waste of land resources,which runs counter to the national goal of sticking to the red line of 1.8 billion mu of cultivated land,but also resulted in the deformity of rural social structure,which has become a hindrance to the promotion of poverty alleviation strategy,the implementation of Rural Revitalization Strategy and the coordinated development of urban and rural areas.From the perspective of sustainable development of rural regional system,Hanyin County,a representative County in Qinba Mountains of Southern Shaanxi Province,is selected as an empirical research object,the transformation model and planning strategy of hollow villages in mountainous areas are systematically explored from macro,medium and micro levels.Firstly,based on the integration of basic data of Hanyin hollow village,this paper preliminarily analyzes the causes of the formation of Hanyin hollow village,and analyzes the level of the hollow village in Hanyin county,so as to pave the way for the follow-up study of the driving forces,modes and Strategies of transformation.Secondly,combined with the structural analysis method of system dynamics,this paper analyzes the dynamic factors and the relationship between the factors from three aspects: external driving force,internal driving force and coupling driving force,and determines the transformation objectives under different factors.Then,based on the perspective of rural regional system,the ecological suitability evaluation at County level,the potential evaluation of village development at town level and the diagnosis of village type at village level are analyzes to construct the technical route and content system of "area division-transformation direction-mode selection".Finally,the paper deeply analyses the different elements of the transformation of hollow villages,and puts forward the transformation planning strategies of hollow villages under the four different modes of urbanization-led,village-relocation-merger,modern agricultural development and cultivation of characteristic industries,and combines with specific cases to analyze and guide them so as to make them more feasible.This study couples urban and rural planning academia on rural spatial planning system and geographic community on rural settlement spatial system mechanism,and systematically puts forward a comprehensive technical approach and content system,to provide reference for the related research and practice of the transformation and development of hollow villages in mountainous areas.
