Study On Transformation Mode Of Old Villages In Shandong Province

The new rural development,as a major strategic task of building a moderately prosperous societyand promoting the socialist modernization,has a lot of exploration in recent years across the country.As its core content,the transformation of old villages also have launched around. The transformationof old villages is not only the inevitable choice of the rural urbanization and the socio-economicdevelopment in rural areas,but it is also an important way to promote sustainable rural development.As a major agricultural province in China,Shandong Province responds positively to the CPC CentralCommittee called on actively carrying out the transformation of old villages,and gradually introducesa series of policy documents to safeguard the smooth progress of the transformation of old villages.But on the implementation of the current situation,because of shorting clear transformation model tofollow,the process of the old village,s transformation often has a variety of issues. At the same time,the theory research on the transformation mode of old villages is still lagging behind. In order topromote Shandong Province’s new rural construction process,this paper tries to do a preliminaryresearch on the mode of transformation of old villages in Shandong Province from two aspects,fieldresearch and theory study,and to provide a basis for government policy-making in this regard.In this paper,a lot of research methods use in the study of the transformation mode of old villagesin Shandong Province. For example,literature study method,induction and deduction method,comparative study and case analysis method and the method of combating theoretical research andpractice. First,clarify the basic concepts of the transformation of old villages and the transformationmode of old villages,as well as the related theory of the transformation of old villages and theconstruction of new rural development. Second,analyze the process of the history evolution of thetransformation of old villages in Shandong Province,the importance and the basic principles of thetransformation of old villages. Third,specifically classify the transformation mode of old villages andanalyze their applicability combined with the specific case. Finally,learn from the successfulexperience of the transformation of old villages,at home and abroad,put forward the correspondingcountermeasures and suggestions to accelerate the transformation of old villages in ShandongProvince.The transformation of old villages is an important measure,which promote urban and ruraldevelopment and improve the quality of farmers’ production and life. We need stick to the followingprinciples: line with local conditions,intensive land use,villagers volunteer,act within our capability, beneficial to the production,facilitate the lives,make scientific planning and eco-friendly. Selectingthe transformation mode of old villages should base on the actual local conditions,and make scientificand rational old village transformation planning. Government should strengthen the guidance on thetransformation of old villages,improve its supporting policies and approval mechanism,and activelymobilize farmers, enthusiasm and initiative in the transformation work of old villages. In thetransformation process,we need strengthen the preparation and implementation of the transformationplanning of old villages,and finance from multiple sources. After the completion of the transformationwork,we should establish long-term management mechanism,consolidating its results by villagers,self-management and self-service.
