Along with the accelerating development of global urbanization,the environmental crisis that has followed has also deepened.As a center of economy,politics and culture,the city is still facing a severe disaster prevention situation.As an urban densely populated area,the old urban area bears a more important role.Because of its long construction period,there are many safety problems.Once a disaster occurs,it will cause significant loss of life and property.Based on the concept of “urban repair” suitable for the law of urban development,this paper analyzes from the mesoscopic of the whole urban area and the microscopic of a specific high-risk block in the old urban area,seeking a set of universality.The working methods of disaster prevention and mitigation planning,and guide the orderly planning of disaster prevention and mitigation planning in the old city.This paper is divided into five parts.The first part mainly defines the background,purpose and content of the research.Through the literature on the three aspects of “urban repair”,old city disaster prevention and mitigation and disaster risk analysis methods after combing,understanding the current research situation,and formulating corresponding research methods and research routes.The second part summarizes the current characteristics of the old city and the main disaster characteristics,highlighting the serious consequences that the old city disaster may cause,paving the way for subsequent research.The third part puts forward the concept of disaster prevention and mitigation planning in the old city,and has formulated four principles and six strategies,as well as the specific work flow of planning implementation.The fourth and fifth parts are the specific practice of the third part of the working method.The fourth part is the statistics of the disaster data of Mianyang City in the past fifteen years,and analyzes the severity of various disasters,according to the old city itself.Characteristics,identify the types of major risk hazards,establish a database of vulnerable related factors,divide the influencing factors into basic factors and point factors,and use GIS analysis techniques to derive comprehensive disaster risk zoning in the old city,and plan for disaster prevention and mitigation.This provides a basis timing for guiding the selection of high-risk areas.The fifth part selects the path of disaster prevention and mitigation repair planning with typical high-risk sample areas.Through the analysis of the physical space components of the sample area,it collects various basic data and analyzes the status quo by using GIS technology.Based on this,the corresponding repair strategies and solutions are proposed,which provide a certain reference for the specific practice of disaster prevention and mitigation repair planning.This paper innovatively puts forward the concept of disaster prevention and mitigation repair planning,formulates corresponding principles,strategies and working methods,and applies them to the old urban areas of Mianyang City.From the study of planning timing to the formulation of specific repair schemes,innovations are made in the existing analysis methods,and key factors are selected for data coupling in order to put forward more efficient and convenient path for disaster prevention and mitigation repair planning in old urban areas of Mianyang City in case study,and the feasibility of this work method is also demonstrated for disaster prevention and mitigation repair planning.The implementation of concepts and working methods provides a corresponding basis,and also provides a new way of thinking for the safety planning of physical environment in old urban areas.
