With the rapid development of the econo,my and society,the contradiction between water supplyand demand is prominent,and water security has become a hot spot.Especially for the northern river basins and regions,resource shortage has become a major factor limiting the sustainable economic development and long-term stability of the region.Resource shortages also cause different levels of competition for water use among the various stakeholders of the reservoir service.Under the condition of strengthening competition for water,it will continue to squeeze the ecological environment and lead to the deterioration of the ecological environment.Under the new situation of national ecological civilization construction,it is necessary not only to return the ecological environment water,but also to meet the ecological water use with hi gher standards,and the ecological protection is unprecedented.Ecological water has become the first interest subject of reservoir service.At the same time,the contradiction of competitive water use has been upgraded.The reservoir has to serve the ecology,and the ecological dispatch of the reservoir is more complicated.The Weihe River is a typical representative of the resource-poor watershed in the north.The competition between the water-using interests of the Linjiacun Reservoir on the mainstream is fierce.The ecological water use in the urban section of Baoji City is the most concerned,and the ecological environment needs not only to meet the demand,but also The continuous increase has led to the fierce competition among the various stakeholders of the Linjiacun Reservoir.It is urgent to improve the reservoir dispatching mode,exploit the ecological service potential of the reservoir,and coordinate the handling of many stakeholders.In view of this problem,this paper studies the ecologically-oriented reservoir multi-stakceholder coordination scheduling model from the mode connotation,model construction and technical support.Based on the knowledge visualization integrated platform,the reservoir multi-stakeeholeder coordination scheduling system is built.In.the system,the system is adopted.The fast non-dominated sorting genetic algorithm(NSGA-?)solves the basic scheduling model,and discusses the feasibility of the model through an example application.The main contents of the paper are as follows:(1)Combining the characteristics of water use of stakeholders and the analysis of reservoir water conditions,with hierarchical water use and interval coordination as the core,under the premise of ensuring the basic interests of multi-stakeholders,an ecologically oriented reservoir multi-stakeholder coordination scheduling model is proposed.The connotation,mode construction and technical support of the interval coordination scheduling mode are discussed.Based on the integrated platform,the reservoir multi-stakeholder coordination scheduling system is built.(2)Under the guidance of the coordinated dispatching mode,the hierarchical water use method is adopted to determine the minimum water demand critical point and the maximum water demand critical point of each interest group as the interval boundary value;under the premise of ensuring the water use of the basic section of the interest subj ect,The game interval of water use of various stakeholders is adopted.The fast non-dominated sorting genetic algorithm(NSGA-?)with elite strategy is used to construct the reservoir multi-stakeholder basic scheduling model;different scenarios are drawn up,and a feasible scheduling scheme is obtained.Ensuring the basic interests of multi-stakeholders is enforceable;seeking a balance between various stakeholders and obtaining a relatively fair coordination plan.(3)Taking the Linjiacun Reservoir of Baojixia in the Weihe River Basin as the research obj ect,after analyzing the characteristics of water use by the stakeholders,the boundary of the interest subject was determined.For ecological water use,the Montana method is used to determine the minimum water demand critical point and the highest water demand critical point of 7.1m~3/s and 141.4m~3/s respectively,for irrigation water,the quota method is used to determine the 50%typical annual minimum irrigation water requirement and suitable irrigation water demand are 225 million m~3 and 432 million m~3,respectively.75%of typical annual minimum irrigation water requirements and suitable irrigation water requirements are 251 million m~3 and 575 million m~3 respectively.90%of typical annual minimum irrigation water requirements and suitable irrigation water requirements are 298 million m~3 and 631 million m~3 respectively.For power generation water,combined with irrigation water diversion,the minimum over-flow of the unit and the maximum over-flow of the unit are 5m~3/s and 52m~3/s respectively.(4)Considering different typical annual waters,taking the maximum power generation benefit,minimum the value of AAPFD of Deviation between Minimum Ecological Flow and Natural Flow and maximum irrigation benefit as the obj ective function,formulate the priority of each stakeholder and combine to generate the reservoir scheduling strategy,which is obtained under different scenarios.Coordination plan.Scenario 1,the power generation benefit of the coordinated scheme is 0.129 billion yuan,the value of AAPFD is 1.249,and the irrigation benefit is 783.1 million yuan;scenario 2,the power generation benefit of the coordinated scheme is 0.124 billion yuan,the value of AAPFD is 1.348,and the irrigation benefit is 782.8 million yuan;Scenario 3,the power generation benefit of the coordination scheme is 0.112 billion yuan,the value of AAPFD is 1.562,and the irrigation benefit is 779.5 million yuan;among them,the irrigation benefit is basically greater than the average benefit for many years,and the power generation benefit is basically greater than or close to the benefit of the designed power generation.In the process of coordination,the competition relationship was dealt with,the reservoir scheduling potential was explored,and the water use efficiency was improved.
