The problem of stealing is a long-standing problem in electric power enterprises.Throughout the domestic anti-theft technology,is mainly aimed at one or several common ways of stealing,but there exist some blind areas.So this thesis puts forward to the archives data,marketing business system of electricity information collection system of electric energy data support for the foundation,through the establishment of low-voltage distribution network anti-theft model for guarding user locating and forensics,provided an important reference for the on-site inspection,power marketing inspection,in order to realize the full proof of default the process management of anti-theft suspects,provide support,improve the management level of protection against default stealing electricity,and avoid causing significant economic losses to the national grid company.This paper based on the main means of electricity stealing and anti-theft technology,pointed out that the method for preventing electricity stealing defects.And then put forward the model of innovative anti-theft,the anti-theft model firstly on the basis of the data user anti-theft was extracted,and then establish screening,anti-theft data processing model is determined according to the degree of suspicion,anti-theft suspects of area users list anti-theft on-site verification and recording of evidence,such as payment of electricity,the inspection rectification anti-theft processing,finally focus on key areas of user tracking,the statistics and the analysis of anti-theft data.The innovative model in the establishment of anti-theft data processing model,through a variety of methods of data mining,such as trend analysis,clustering analysis based on,to help determine the anti-theft suspect users of low-voltage distribution network.In the fourth chapter,through the AHP model,entropy model,CRITIC model to make weight analysis,in order to determine the user in low voltage distribution network of anti-theft suspects.The fifth chapter through the loss distribution model to determine the user's degree of ant-theft suspects.Finally,through the actual case of a high loss area,combined with the method of anti-theft suspect analysis proposed in this paper to confirm the suspicion.
