The protection of marine rights and the construction of exclusive economic zones have become an essential task for the sustainable development of national economy and national strategic security.Effective monitoring of ships is one of its main tasks.Establishing situation assessment of ship provides the technical support for effective monitoring.Situation assessment is a process of combining and correlating and combining information from multi-source sensors and multiple types of uncertainties to conduct comprehensive reasoning and complete real-time and complete evaluation of situation and threats and their importance.The paper integrates ship and incomplete information for environment to carry out ship situation assessment and prediction,and provides auxiliary decision-making basis for ship monitoring of sea surveillance.The paper mainly completes the following contents:1.The elements of situation assessment is designed,and established a database.The design is based on the Automatic Identification System(AIS),High Frequency Surface Wave Radar(HFSWR),meteorological satellite sensors to extract the ship's situational factor.Preprocessed the data of acquired feature and built a database of data and data analysis of results for each situational element.2.The model of situation assessment for the ship is designed.The model includes five parts: multi-sensor data acquisition,situational elements data preprocessing,situational reasoning,the event update,and the output situation.The Probability Graph Method(PGM)algorithm is used to solve the situation for ships,and the Junction Tree(JT)and Sum-Product(SP)algorithms are used to realize the situation assessment reasoning.3.Completed with the verification results of the algorithm simulated,the simulation example is designed by constructing the target for information of the ship database,and the data preprocessing is completed in the Python environment.The situation assessment of ship model is used to simulate the intention and movement of situation of the target,and the situation for intention and movement within 6 time segments.The update was carried out,and the simulation results were compared with the actual situation.The simulation results show the effectiveness of the model and the inference algorithm.4.A ship situation assessment platform is built with Python and JavaScript language programming on Windows 10.The platform consists of two parts: the situation assessment of ship system and the situation map for ship: the situation assessment of ship system consists of three parts: the scene simulation module,the situational reasoning module and the Bayesian network module.The ship's situation map directly shows the ship's situational results and the update of the situation.The paper constructs the situation assessment of ship model and the ship situation assessment platform,which can provide effective decision-making basis for decision makers and provide a service platform for monitoring ship activities in the exclusive economic zone.
