Risk Assessment Of Expressway Project Construction Under PPP Mode

Highway is an important part of infrastructure construction,related to the national economy and people's livelihood,has a great development prospect.However,the rapid development of expressway construction projects is restricted by the large one-off investment and long construction time.To improve this situation,the public-private partnership(PPP)is introduced into the construction of Expressway projects.This model can alleviate the government financial pressure,make full use of social capital and technical level,not only can reduce management costs,but also can improve the quality of services.As a new mode of Expressway construction,PPP mode has not formed rich experience of expressway construction in China,and the construction risk assessment system is not perfect.Therefore,it is of great significance to study the construction risk of expressway project under PPP mode to reduce the construction risk of the project and ensure the smooth implementation of the project.Firstly,in view of the existing risks in the construction process of expressway projects under the current PPP mode,the main problems and practical significance of this paper are introduced.This paper summarizes the risk factors and risk assessment models of expressway projects in the process of construction under the PPP model,and then clarifies the research objects and methods of this paper.Then it summarizes the risk factors of expressway project under PPP mode from three different levels,divides these risk factors into seven levels,establishes the risk assessment index system,quantifies these risk factors,and comprehensively analyzes the construction risk of expressway project under PPP mode.This paper establishes the CIM-AHP model for risk assessment,and solves the problem of objective and quantitative analysis of risk factors.Finally,an engineering example is given to verify the feasibility of the index system and evaluation model constructed in this paper.
