Research On Risk Management Of Port Construction Fee Collection In Taizhou,Jiangsu Province

The port construction fee is a government fund approved by the State Council for special port construction.It is of great significance to the development of China's water transport industry.Since being taken over by the maritime administration organization on October 1,2011,it has been faced with the status quo of heavy tasks,short time,and high social attention.Whether the maritime management organization can pick up this baton well for the port construction fee collection and management is closely related to the development of the maritime industry.Therefore,reducing the risk of the port construction fee collection and management process and preventing the occurrence of risk behaviors of the collection and management personnel is of urgent significance at present,and is an important part of the public trust presentation of the maritime management institutions.In recent years,the global economy has continued to weaken and the demand for international trade has continued to be sluggish,which caused that the consumption of industrial raw materials in China and other neighboring countries is decreasing,the capacity of production enterprises is excess,and the implementation of zero-inventory strategy for enterprises continues to advance.The efficiency of shipping companies,especially small and medium-sized enterprises,has declined,and some of the port companies have tight capital chains.At the same time,with the increasing amount of water traffic,the maritime fee collection business has also experienced more complicated situations.Based on that background,this paper makes full use of risk management theory,new public management theory and other related theories and methods to analyze various risks in the maritime port construction fee collection process,discovers and excavates the risk points existing in different responsible entities,collection business processes,financial instrument flows and other aspects,and relies on four-level risk management methods for grading.On this basis,this paper puts forward the ideas and countermeasures for the collection risk prevention andcontrol of port construction fees in Taizhou area,that is mainly: first,improve the port construction fee collection and management system;second,strengthen the anti-corruption education of collection process;third,strengthen the construction of the integrity assessment mechanism;forth,strengthen the education and cultivation of the innovative talents for collection and management;fifth,highlight the "leverage" effect of relevant funds;sixth,improve the level of informatization;seventh,strengthen the inspection and enrich the means of inspection.All of these ideas and countermeasures are aimed to finally achieve the goal of reducing risks in the port construction fee collection and management process.
