With large investment and long construction period, port construction projects could bring all kinds of benefits not only for port operators but also for the whole society. However, because of globalization, port construction projects are easily influenced by political and economical reasons. Meanwhile, some unpredictable risk factors of port construction, such as harsh construction condition on water, complex geological condition under water and etc, may lead to high risk for port construction projects. The increasing scale for port construction projects would also raise the risk for project investment. As a result, this paper will identify and analyze the risk factors and raise suggestions on risk prevention with system engineering methodology.On the basis of researching on risk management of port construction projects, combining with writer’s personal working experience, this paper lists risk factors during port construction including political risks, policy and environmental risks, construction condition risks, market risks, economic risks, technological risks and management risks. Based on a comparative study of various common risk assessment approaches, combining characteristics of the port construction project investment risks, this paper presents a port management model. Finally, this paper empirically analyzes investment of Ningbo Guanbao Port construction project with the methods of analysis hierarchy process (AHP) and raises proper suggestions on risk prevention and risk coping.The research result of this paper aims at giving some theory tools and management reference to port managers and operators.
