Energy-saving is the country's basic national policy. In order to master the energy use and industry energy consumption,Government is start to monitor the energy sources such as electricity, gas, steam, coal and oil by building energy consumption monitoring system.Electricity is one of the most important energy sources and an important part of energy consumption monitoring systems.Due to the status of the domestic power industry system,a large number of power load and energy consumption data cannot be shared with the outside world. In the building of energy consumption monitoring system,we must re-collect power data;it increased the cost of collection, and may cause the safety issues. In this case, this paper uses SOA,and WebService/XML to achieve data transmission. And the power load data integration and transmission system for energy consumption monitoring is designed to solve the problem of power load data sharing. This paper first analyzes the system requirements, and also considers the network security problem of protecting the power load data.According the demands,we design the architecture of the system and the database structure both of the power company and the energy consumption monitoring system. We also design the information security, application function module, database table of the system, data processing flow in detail. In the chapter of system realization and test,we made some code of data exchange interface, some user interfaces, and the running environment and the operation results of the system. The results of test and verification show that the system can achieve better working status and stable function. At last, the paper summarizes the achievements of this topic, and gives the advice of the further improvement.
