The Study On Road Administration Of Rural Road In Wujin District Of Changzhou City

Since the 18th CPC National Congress,Secretary-General Xi Jinping has given important instructions on the development of rural roads development many times.While fully affirming the achievements of rural roads construction,he requires that rural roads construction should be adapted to local conditions and be people-oriented,be compatible with optimizing the layout of villages and towns,the development of rural economy,the safe and convenient travel of numerous peasants.The rural road should be further built,managed,protected and operated,gradually eliminates the traffic bottleneck that restricts the rural development,and provides with a better guarantee for the vast number of peasants to lift them out of poverty and become rich and strive for a comfortably-off society.Rural roads are related to the production and life of the people in villages and towns and comprehensively building a well-to-do society and constructing a harmonious society.Strengthening thoroughly the management and maintenance of rural roads in villages and towns will be conducive to the sustainable and coordinated development of rural roads in villages and towns,to the healthy development of local regional economy and society,and to the improvement of social and economic benefits.On the basis of reading a large number of reading documents,this paper selects Wujin District,Changzhou City,Jiangsu Province as the research object,takes the management and maintenance of rural highways in Wujin District,Changzhou City as the research object,adopts the method of combining theoretical research and applied research,applies the relevant theories of public management and sociology to carry out the study.This paper is divided into five chapters.The first chapter expounds the research background and significance of this paper,summarizes the literature on the rural road management at home and abroad on the rural road management,and defines and clarifies the research ideas and methods;The second chapter elaborates the concept of rural highways,the management and maintenance,and theoretical basis and expounds the theory of public goods,the theory of service-oriented government and the theory of institutional change;The third chapter analyzes the current situation of the management and maintenance of rural roads in Wujin District of Changzhou City,elaborates the characteristics and trends of rural roads maintenance in Wujin District of Changzhou City,and summarizes the achievements,shortcomings and reasons of rural roads maintenance in Wujin District of Changzhou City in recent years;The fourth chapter fully draws lessons from the successful experiences and practices of rural roads management and maintenance in other regions at home and abroad,that is,legalization of the protection of rural roads production,unification of rural roads management institutions,dredging of management and maintenance system,and diversification of funds for rural roads management and maintenance.Based on the above four chapters,the fifth chapter refines and summarizes the countermeasures to further strengthen the management and maintenance of rural highway in Wujin District of Changzhou City from different perspectives,namely,to sort out the historical legacy of property rights of rural roads,to perfect the laws and regulations of rural highway,to clarify the management and maintenance mode of rural roads,to strengthen the coordination of road-related construction,and to ensure the funds for the management and maintenance of rural roads.
