Research On Comprehensive Management Countermeasures Of Rural Roads In Fushan District, Yantai City Under Supply-side Structural Reforms

Rural roads play an important role in the process of rural revitalization and farmers getting rid of poverty and becoming rich.They are an important part of the supply of rural public goods and services.In recent years,the problems of insufficient funds,relative shortage of supply,overlapping of management and maintenance rights and responsibilities,low operating efficiency and the like in the comprehensive management of rural roads in Fushan District of Yantai City have become increasingly prominent,which are incompatible with the needs of the public.The structural reform on the supply side has brought unprecedented challenges and opportunities to the comprehensive management of rural roads in Fushan District.This paper takes the comprehensive management of rural roads in Fushan district under the supply-side structural reform as the research object,aiming at optimizing the comprehensive management of rural roads in Fushan district under the supply-side structural reform and providing theoretical support and practical countermeasures and suggestions.First of all,clear the relevant concepts and clarify the relationship between the supply-side structural reform and the comprehensive management of rural roads in Fushan District.Then,starting from the public goods theory and the new public service theory,combined with the professional knowledge of traffic engineering,according to the requirements of supply-side structural reform,on-the-spot investigation and analysis of the current situation of the comprehensive management of rural roads in Fushan District,and analysis of the existing problems.Finally,comparing with the experience of advanced regions in China,this paper puts forward an innovative financing system to ensure financial support for the exploration of rural roads in Fushan District under the structural reform on the supply side.Perfecting the supply structure and improving the supply quality;Reform the management system and improve the management efficiency;Renew the service concept,improve the comprehensive management countermeasures of service benefits,optimize the supply of rural roads in Fushan District,make up the short boards of rural road services,and promote the development of rural roads.
