Study On The Countermeasures Management And Maintenance Of Rural Roads In Ganjingzi District Of Dalian

Rural roads play a pivotal role in the construction of rural infrastructure.my country’s rural areas are large,rural roads spread all over the country and have long mileage.The comprehensive construction of a well-off society cannot do without the improvement of transportation infrastructure conditions,especially the construction of rural roads.The people’s daily travel and income generation have played a very important role.At the end of2005,Ganjingzi District had all connected villages to villages,and the administrative villages of all towns,streets and administrative villages were connected unblocked,realizing the urbanization of the whole area.With the vigorous construction of rural roads,the current pattern has basically taken shape.However,many problems have been exposed in the management and maintenance of rural roads,which have a certain impact on the promotion of high-quality development of rural roads and the realization of the overall goal of rural revitalization.Therefore,promoting the high-quality development of rural road management and maintenance is of great significance in the construction of the "Four Good Rural Roads" in the new period.This paper studies the management and maintenance of rural roads through "current situation-problems-causes-countermeasures".Through interviews with rural kilometers management and maintenance staff in Ganjingzi District,and questionnaires distributed to relevant people in rural streets,the composition has been understood in Ganjing.Management and maintenance status of rural roads in sub-districts.There is a problem of lack of law enforcement,and using the theory of public goods and the theory of new public management to deeply analyze the causes of these problems.Through interviews and questionnaires to analyze the causes that affect the quality of management and maintenance,it is concluded that the management mechanism is lagging,the degree of standardization of management and maintenance is low,the source of management funds is single,and there is a vacuum in law enforcement reforms.At the same time,through the comparison and reference of domestic advanced experience,we can find the reference points for improving the road construction management and maintenance mode in the rural areas of Ganjingzi District.This article believes that,according to deepening the reform of the rural road management and maintenance system,establishing a professional and market-oriented management and maintenance mechanism,strengthening the guarantee of management and maintenance funds,and promoting rural roads."Road length system" and other aspects,improve the management and maintenance level of rural roads in Ganjingzi District,and provide a realistic basis for Ganjingzi District to better carry out rural road work in the future.
