The PSC Inspection Training Virtual Simulation System Based On 3D Virtual Vessel

As the "final defense line" to protect the safety of ships,lives and property and prevent marine pollution,Port State Control requires higher professional skills of Port State Control Officer.Existing training of Port State Control Officer is mainly based on the traditional written training,supplemented by the actual ship training,but the actual ship training has been restricted by many elements and is difficult to achieve good training results.On the basis of studying the training of Port State Control Office on real ships,this paper develops a simulation system of Port State Control inspection training which is based on 3D virtual ships by using virtual reality technology.This article thoroughly studied the key technologies that related to The Simulation System of Port State Control Inspection Training Based on 3D Virtual Ship,the main work includes:1.Having designed the major structure and function of the simulation system of Port State Control inspection training,it's mainly according to IMO's latest Port State Control Procedures and the actual examination process of Port State Control Officer,the system be under functional analysis and structure design,and create system development projects and training process.2.Research on Key Technologies of the simulation system of Port State Control inspection training.Using Optical Character Recognition technologies to achieve the information extraction of Ship's statutory certification and fill the inspection report to provide the simulation of PSC inspection system.Simulate the body movement during the crew operation process by using Inverse Kinematics Technology to make the simulation effect more realistic.Using the combinational evaluation method which combines Expert method and membership function to set proposed model,to evaluate the training of Port State Control Officer;simulating the typical ship defects to provide more actual training environment.3.The Port State Control system database has been sorted out and established.To collect and arrange the historical data,international covenant,domestic laws and actual examine data in Tokyo Memorandum recently years.The data base of training system includes:Common Defects of Ships,Typical defects and main points in inspection,case data base,Convention basis,Equipment Manual and results Database.On basis of the above research,this paper has developed The PSC Inspection Training Virtual Simulation System Based on 3D Virtual Vessel first in China and aboard.It can be used for the teaching and training of Port State Control Officer,it can also achieve those function on 3D Virtual Vessel such as virtual roam,show the main points in inspection,check the certificate file,assist the inspect,the inspection of instruments,equipment and crew operate,sets defects,querying the database,training and assessing etc.Preliminary application shows that the system basically met the needs of the training and assessing of Port State Control Officer.
