The Quality Of Ship System Of Port State Control Inspections And Model Design

In the 1980's, maritime accidents occurred frequently and did a great harm to safety of life and marine environment. The International Maritime Organization (IMO) and port authorities of many countries have already recognized the serious condition about it. The secretary-general of IMO has emphasized the implementing of three-level responsibility system on international conventions, that is: IMO is responsible for the making of conventions, the flag states are responsible for the implementing of conventions, port states are responsible for the supervising of conventions implementing. Especially, port state control has played a more and more important role in recent years, aiming at eliminating of the sub-standard ships from the shipping market.The main purpose of this paper is to track the study of port state control, to design a quality ship system in port state control, so as to improve the safety condition of ships and increase the level of maritime management.The paper has the following innovation:Firstly, Analytic Hierarchy Process (AHP) in systems engineering is the first time to be applied in check items of Port State Control (PSC) in the world, and discrete check items of PSC a reasonable and realistically applicable system. The system is easy for PSC Officer (PSCO) to use, and the check result is just and objective, the system solves the problem that the check result of PSCO is very different from others.Secondly, the paper is established in the innovation of idea, mechanism and system of safety management, according to existing resources and condition, applies the theory of control of management science; establishes a maritime management system of positive motivation conjunct with negative punishability. The system alters the actuality of negatively punitivemanagement in PSC; adequately motive shipping companies and crews. The paper based on the follow thought process:First, the general situation of PSC is narrated comprehensively in this paper, including the origin of PSC and developing of regional agreements on port state control and the process for ship safety inspection. The main problems and the current contradiction of PSC are also set forth on the basis of that.The last part of this paper is about the practical appliance. Aiming at the main problems about PSC, the paper systematically brought forward basic theory, framework and application of quality ship system for modern ship safety inspection by using the theory of control of management science and the theory and method of analytic hierarchy process.
