In the 1980's, maritime accidents occurred frequently and did a great harm to safety of life and marine environment. The International Maritime Organization (IMO) and port authorities of many countries have already recognized the serious condition about it. As the effective supplement of flag state, the last marine safety defense, we have paid more and more attention to PSC. Because each state has many differences in economy, culture, development speed and so on, which made the region's development lopsided, and the PSCO's ability different, all of these restrict the PSC's development on a certain extent. In order to resolve these problems, need the IMO's auspice, the region's cooperation and the country's supporting.This paper first introduces the general situation of PSC, including the developing background and progress of PSC, law inspection accordance, developing of regional agreements on port state control and the progress for ship safety inspection. The main problems and actuality of PSC in ships selection is most important. Ships selection is the first hard point in PSC inspection. For carrying out PSC scientifically, normally and effectively, this paper analyzes the Target Factor of Paris MOU and the Boarding Priority Matrix of USCG contrastively. On the basic of these methods, considers synthetically about the factors and PSC inspection records of ship, then uses method combining qualitative with quantitative analysis, classifies the factors influencing the ship-selecting into priority inspection and selective inspection factors. After analysis the questionnaires of experts, using Analytical Hierarchy Process and Multilevel Synthesis Estimate to set up evaluation index system to selection factors. Further more, from the judging results of examples which turns out the model is practical and rather useful, so designed the PSC ship-selecting system by using of SQL Server 2000 database and Visual Basic 6.0 programming.
