In recent years,the number of motor vehicles in major cities in China has increased dramatically,with consequent serious imbalances between the supply of existing transportation infrastructure and increasing traffic demand.Under the condition that the increase of transportation infrastructure supply is more and more restricted,the adoption of traffic demand management to adjust the temporal and spatial distribution of traffic demand has become an important means to solve traffic congestion problems.As an important part of the traffic demand management,"Staggered peak travel" is one of the effective ways to alleviate traffic congestion.The activity chain-based approach is a method developed in recent years to study residents' travel behaviors.It connects the traveler's activities in a whole day to more accurately describe and predict the residents' travel process,and has been widely focused by scholars in China and abroad.This thesis used the utility function to study the departure time of the traveler,established the staggered peak travel analysis model under the double working start time,and optimized the staggered peak scheme with the average queue time as the index.We processed the travel data in Changsha city collected through route guidance APP named as AutoNavi and conducted an empirical study on the staggered peak scheme of Changsha city.The main results are as follows:(1)This thesis adopted the activity chain method to establish the staggered peak travel analysis model under the double working start time,and analyzed the travel overlapping of the two groups of commuters under different staggered time intervals.The bottleneck queue length,bottleneck queuing time,and total system utility are used as indicators to analyze the staggered peak scheme;(2)In most cities in China,the mode of using cars depends to a large extent on the relationship between school trips and work trips.Improper connection between these two trips will lead to more trips,which means that the travel chain of using cars depends on the activities of family members and is limited by the location of word and school;When the two adjacent destinations are not well coordinated,the travel chain with multiple travel destinations will break and transform into multiple separate travel chains.This shift will increase the number of commuters travelling and the time they travel on the road;(3)Take the travel time as the evaluation index and use the actual Gaode data to evaluate the staggered peak effect of the road network in the downtown area of Changsha.The results of data processing show that the staggered peak travel policy of the government and the school have been playing a positive role.The travel time probability distribution was fitted using the actual data,and the best departure time was calculated.The research results of this thesis have certain application values:(1)The staggered peak travel analysis model under the double working start time can be used as a research basis for other traffic demand management policies and can be used to consider how to implement it jointly to achieve better mitigation effects of traffic congestion;(2)For the car travel chain,family travel should be used as the basic analysis unit of policy development,which provides a theoretical reference for studying other traffic demand management measures.
