At present,China's economic development is in a stage of transformation and upgrading,and the rate of economic growth is slowing down.The model of economic development has begun to transfer from speed-type benefit to quality-type benefit,and also changed from the extensive mode of pursuing economic growth blindly to the refinement mode.Under such economic background,the traditional method of cost control and management become difficult to adapt to the new normal economic situation,so refined cost management is extremely urgent for all walks of life in order to seek survival and development in the fierce competition,as is same in the construction industry.However,the cost system of most construction enterprises are out of line with accounting cost system,and the construction enterprises in our country mainly carry out business activities in the unit of engineering projects.Therefore,to control the cost of construction enterprises,we should start with controlling the cost of construction projects,and optimize the mode of cost control and management to improve the benefits as far as possible on the premise of ensuring the quality and progress of the project.Firstly,on the basis of the above problems and combining the characteristics of China's construction projects,this article has combed several types of cost management models of construction projects at home and abroad,and analysed their advantages and disadvantages,and at the same time,based on the direction of refined cost management concept,this article makes a quantitative analysis on the influencing factors of construction project cost,that is,using structural equation model to analyze the influencing factors of different perspectives of cost.The specific influence degree of element is explained,and it is concluded that the organizational factors have the highest influence on the construction project cost.Therefore,the specific refined cost management mode is selected from the organizational perspective.At the same time,combined with the actual case projects,the problems and causes are analyzed from the organizational and technical aspects,and then rely on the means of internet information with the integration of organizational structure theory,this paper creatively puts forwardthe refined cost management system framework of construction projects based on the flat organization,optimizes the organizational management structure,improves the incentive mechanism of employees,implements the project partnership system of employees,improves it financial management system,achieves the effective connection of project cost and financial accounting cost,in order to achieve the goal of fine cost control,and further pursue the integration of industry and finance of construction enterprises.Based on this,mainly focuses on the organizational and financial management perspectives,and at the same time,from the aspects of technology,resources and contracts,this article finally puts forward specific suggestions on refined cost management of construction projects,which provides new ideas for the transformation and upgrading of small and medium-sized construction enterprises.
