In recent years,under the influence of legal factors,social factors,uneven development of industry productivity,and management difficulties of industry model,construction enterprises have been facing increasingly fierce bidding price competition and narrower profit space in the construction stage.On the premise of ensuring the construction period and quality,it is an effective means for enterprises to strengthen their internal management,reduce controllable costs,and seek benefits from costs.In the increasingly fierce competition environment of infrastructure construction,the bureau of China railway port and navigation proposed to carry out the delicacy management of all the affiliated projects,standardize the project management behavior,establish and improve the project management system,and the project management follows the principles of intensification,standardization,perfection,full personnel,whole process and ful coverage.Standardization and refinement is mainly manifested in the project management level,quality management and control of the factory and the resource allocation of marketization and management responsibility matrix,product listing budget,cost control,management process standardization,maximum limit in process control of project cost,improve the quality of project operation efficiency and operation.This paper takes the cost management in the construction stage of the project as the research object.Aiming at the phenomena such as weak awareness of cost refinement management in traditional project construction management,unclear decomposition of management functions,unclear determination of responsibility cost and inadequate implementation of cost assessment tasks,this paper constructs the cost refinement management system in the construction stage of the project,mainly including:①Trace determination of project management organization and responsibilities;②Specify the division of responsibility cost management of the project;③Determine the delicacy management process of project cost;④The process of project cost control in the process of earning value method.Then,the project of Dalian X industrial park was adopted as a practical case for verification,which mainly includes the following aspects:①To pomote the awareness of fine cost management;②To push forward the refinement of cost management in the construction process;③Refining management of cost assessment;④The earned value method is used for cost analysis and control.Finally,compared with the actual case in solution before and after the implementation cost of fine management including the use of machinery,explosive charge,the project department vehicle diesel,drilling engineering cost,the funds cost changes,such as data directly show the effectiveness of project construction cost of fine management and operability,and provides the fine management in the project cost control case reference.
