Problems And Countermeasures Research Of Management System Of Aids To Navigation

Aids to Navigation(AtoN)management is an important link in China’s maritime security industry.Its management level and service quality are directly related to whether China’s maritime security service can adapt to international needs.With the establishment and perfecting of socialist market economy,the improvement of public service institution is relatively backward,for instance,borders between government agency and public institution,public institution and business,manager and managed are blurred,management of public service in social part is underfunded,market mechanism is not runs well.AtoN Agency has a significant effect in allocating aids to navigation for channel,maintaining the efficiency of aids to navigation,and guaranteeing the safety of ships sailing.It is mainly funded by ship tonnage tax,which is subject to necessary administrative control by the government to serve the goal of"maritime power" strategic and "the Belt and Road initiative" of China.It is an important part of China’s public sector.The decision to deepen the reform of the party and state institution,made by the Central Committee of the Communist Party of China is carried out in March 2018.The decision notes that China should accelerate the reform of management system of public service institution,make sure the type of public institution,and intensify the property of public service institution.In addition,the direction and requirement of the reform of public service institution is pinpointed in the decision.As a kind of public goods which provides public service,navigation mark plays an important role in improving shipping business and global economy.Furthermore,management of navigation mark is a typical part of public service institution.Therefore,this paper chooses management of navigation mark as the research object.This paper mainly from the "Management System problems" as the entry point,select China’s navigation security enterprise of the management of AtoN as the research object,analysis of China’s AtoN management system problems and countermeasures.With New Public Management,Public Goods Theory,and Performance Management as the theoretical basis,using Literature Study,Investigation Study and Comparative Research Method was carried out on the problem of AtoN management system in our country and overall effective objective analysis and evaluation,points out that the management of AtoN in China there is the exercise of administrative and corporate responsibility,public welfare attribute definition of fuzzy,imperfect market mechanism,the construction of laws and regulations lags behind and the reasons.Then the paper analyzes and draws lessons from the mature management experience of AtoN in eastern and western shipping country,and puts forward the countermeasures of how to separate borders between government agency and public institution,public institution and business,manager and managed are blurred,establish and perfect market mechanism and the laws and regulations system.Through the research on the countermeasures the Management of AtoN in China,this paper explores how China’s Management of AtoN adapt to the needs of socialism with Chinese characteristics in the new era,hoping to provide relevant references for the model path selection and policy formulation of deepening the reform of Management System of AtoN in the future.
