As an important,basic and strategic resource to ensure the efficient operation of waterway transport,the Aids To Navigation plays an important role in maintaining the safety of waterway traffic,improving the quality of waterway transport services and protecting the water environment.At present,national strategies such as "One Belt,One Road" and"Beijing-Tianjin-Hebei Coordinated Development" are being implemented in depth,providing unprecedented opportunities and challenges for the development of marine economy in QinHuangdao region,and the maritime traffic environment and traffic flow density are becoming increasingly complex and dense.The public has put forward more and higher demands for the navigation aids and navigation services,as well as the diversified and differentiated needs of marine users for marine protection services.This paper takes the two placement of aids to navigation under the jurisdiction of QinHuangdao Beacon Office as the object of study,and uses the fuzzy comprehensive evaluation method to evaluate the overall aids to navigation efficacy on the basis of the full analysis of the natural condition,harbor status,ship traffic condition and placement of aids to navigation condition of the above two harbors,and puts forward the beacon distribution adjustment suggestions based on the evaluation results,combined with harbor construction,planning condition and users' opinions and suggestions,in order to improve the quality of navigation mark maintenance and management in the region,give full play to the aids to navigation efficacy,this improve the beacon service,guarantee the ship navigation safety and marine environmental protection.
