Research On Practical Village Planning Strategy Under The Guidance Of Territorial Space Planning

In recent years,our country has continuously promoted the reform of space planning,and the pattern of land space planning has been gradually established,with the implementation of the pilot project of "integrating multiple plans into one" and the strategy of "rural revitalization",the contradiction of planning at the rural level has gradually emerged,and the planning methods and theories of villages have been unable to adapt to the development of villages,which restricts the spatial development and construction of villages.Aiming at the main problems existing in village planning in ouu country,this paper studies the transformation of village planning under the background of spatial planning transformation in the new period,and discusses the compilation strategy of village planning in the new period with the practicality of village planning as the core.Taking the "Village Planning of N Village in Sishui County,Shandong" as an example,this paper studies the practical planning strategies from three main aspects: "easy to compile","effective" and "easy to understand".The specific research contents and conclusions are as follows:(1)From the period of the Republic of China,the village planning in our country has gone through the reform process from the exploratory period,the stagnation period,the embryonic period,the growth period,the maturity period,the transforma-tion period.The author thinks that the village planning and development up to now has the following problems: "copying the experience of urban planning,ignor-ing the law of village development","disconnecting from the reality of village,ignor-ing the needs of village development","diluting the multiple subjects,lacking the cooperative construction" and "lacking the guidance of implementation,ignoring the needs of implementation".(2)Under the background of land space planning system reform in China,villages should adapt to the planning transformation as soon as possible.The planning concept should be changed from government-led to multi-dimensional coordination,from material construction to space control,from rigid constraint to elastic guidance;In terms of planning content,it is changed from comprehensive to hierarchical design,from village orientation to village classification guidance,and from practice to plan-ning process as the center to planning practice as the center.(3)Based on the practical concept,the author probes into the connotation and compilation ideas of the new village planning.Focusing on the core features of "good planning","effective content",and "easy to understand",this paper studied the specific strategies to realize the practicability of village planning:On the basis of "good editing",put forward a planning framework of "layering" and "modularization",and two layers of core and support are constructed,and then 16 modules with two attributes of control and guidance are subdivided.In terms of "effectiveness",planning methods such as "activating the participation of multiple subjects","guiding the differentiated development of villages","implementing the will of national space control","guiding the long-term implementation of planning results",and "exploring the elastic mechanism of planning" are adopted to make planning easy to use and effective.In differentiated development of villages,villages are divided into four categories and seven subcategories,which are classified and guided.In the aspect of planning and implementation,the method of "short-term construction plan" and "longterm implementation mechanism" is adopted to guide the whole cycle implementation of planning.In planning flexibility,it is considered that the elastic mechanism should be explored from three aspects: planning content,use and implementation.In terms of "easy to understand" the results,the author tries to classify and express the planning results according to the planning professionals and the villagers’ committee,so as to meet the needs of people at different levels.(4)Theory combined with practice,to apply research results in " Village Planning of N Village in Sishui County,Shandong",differentiation of hierarchical architecture of modular design,guide the village development,implement the national spatial control and governance,the village planning achievements effective implementation method and to explore the classification of the planning results expression of woven and verification,to prove practical village planning strategy of operability,provide reference for practical village planning.
